This position traditionally starts at an annual salary of $93,022. Salary for this position may be commensurate with education and job experience.

Role Overview:

The Indiana Department of Education administers more than $1 Billion annually in federal funds. The COVID Stimulus funds exceed $3.5 Billion for the Department. The vast majority of is distributed through grants to K-12 schools. Noncompliance with federal statute and regulations can result in reduction, temporary withholding, or loss of funds, having a negative impact on students and schools.

The Director of Federal Program Compliance plays a critical role in keeping the Department of Education compliant with federal fiscal requirements. You will ensure financial and funding compliance with federal grant statutes and regulations. You will report to the chief financial officer and work independently.

A Day in the Life:

Conduct an annual review of federal program financial compliance, including, but not limited to:

OMB Compliance Supplements for all DOE federal grants.

Nonregulatory guidance for all DOE federal grants.

Annually update all required written policies and communicate them to DOE staff and department intranet.

Annually renew the agency's registration in the System for Award Management (SAM).

Monitor changes in federal education laws.

Calculate preliminary and final federal grant allocations such as Titles I, II, and IV.

Conduct Federal fund reconciliations as required by the State Budget Agency or Auditor of State.

Collect and maintain Semi-annual Certifications for affected staff.

Coordinate the collection of all federal grant payables required to be submitted to AOS annually as part of the CAFR collection.

Work with agency Audit Supervisor on all federal grant audits.

Assist with federal program monitoring.

Assist with federal Maintenance of Effort requirements.

Assist with SEA federal indirect cost allocation calculations and submissions.

Assist with Local Education Authority indirect cost calculations.

Assist with federal reporting related to Impact Aid, the National Public Education Finance Survey, and the National Center for Education Statistics.

Assist with agency federal program audits and federal monitoring visits.

Assist with Time and Effort calculations.

Assist with required federal reporting.

Assist with internal and external training.

What You'll Need for Success:

Bachelor's Degree in a financial or governmental field, or 4 - 6 years of practical experience in state or federal program administration.

Extensive knowledge of IDOE federal program budgets and objectives is preferred.

Broad knowledge of federal education issues.

Must be self-motivated, priority-driven, able to manage time effectively, and make sacrifices for the agency when needed.

Ability to develop and maintain positive and professional relationships and to work collaboratively on section, cross-functional, and cross-departmental teams.

Knowledge of Microsoft Office suite of software including expertise in Excel, Word, and Outlook.

Knowledge of public administration and business.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
