EDUCATION and/or EXPERIENCE
Bachelor's degree in Engineering, Architecture, or a related discipline and a minimum of six years of progressively responsible experience in the planning, design, management, and administration of design/construction and rehabilitation projects. Transit system facility systems experience preferred. Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts with both public and private organizations is desired. Experience preparing scope statements, estimates and forecasts is desired. Experience using professional scheduling software and Microsoft Office products is preferred. Experience as a Project Manager may be substituted on a year-for-year basis in lieu of degree.

SUMMARY
Provides project management oversight and coordination with project teams, project stakeholders, consultants, and contractors to facilitate and accomplish initiatives specific to delivering a comprehensive authority-wide project. Organize and support the project activities, operations, and resources necessary to carry out and ensure that projects are completed on time, within budget, and in accordance with project documents. Ensures that project specifications are in accordance with federal, state, and local guidelines and requirements as mandated by the Federal Transit Administration (FTA) and Georgia Department of Transportation (GDOT). Enforces contract provisions and resolves budgetary, technical and scheduling issues. Maintains project status reports for senior staff briefings. Responsible for independently managing smaller, lower risk or lower visibility projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Develops project management plans to identify stakeholder needs, acquire project authorization, implement change management processes and carry out project communications throughout the organization.
Supports the preparation of project scopes of work, plans, schedules, and budgets. Manages the preparation of progress and performance metrics reports. Monitors all aspects of projects assigned. Manages the schedules and budgets to ensure positive project performance.
Conducts monthly project status briefs to upper management. Represents the department with internal and external stakeholders during meetings, status updates, and reporting, as needed.
Manages project design, preparation of contract documents, procurement of material, equipment, and contractors, and construction activities necessary to execute small and midsized capital projects. Provides first line management on the quality and safety of work performed on capital projects.
Identifies and evaluates project risks and assists in the development of plans to mitigate the potential effects of unplanned events on assigned projects. Ensures development of the most appropriate solutions. Administer feasibility and environmental impact studies, preliminary engineering, and conceptual designs for capital investments.
May manage professional services providers, develop and coordinate letter of agreement and contracts with procurement, accounting, and other stakeholders as required.

Planning-Project Development only: Ideal candidate will have demonstrated experience with project planning efforts. This includes scoping and developing projects from feasibility or corridor studies through to conceptual design. Prior experience working on Transportation or Transit Capital Projects, ensuring that projects are completed on time and within budget.
Safety and Quality Assurance only: Ideal candidates require a bachelor’s degree in Project Management, Occupational Health and Safety, Environmental Sciences, and Quality Assurance or a related discipline. Knowledge of Transit Safety, Quality Assurance Concepts, and Occupational Safety & Health is desired. Certification in any of the is preferred.
