Position Objective :
The Program Manager position on the Horizon House housing team exists to ensure daily operations of the housing program are being employed with high quality standards aligned with Housing First and Harm Reduction philosophies and aligned with grant requirements and Continuum of Care practices. With a large scattered site program utilizing Housing Choice Vouchers and multiple different funding streams, it is imperative the housing program maintain high quality services so that individuals and families can remain housed. Housing stability is a primary goal of Horizon House housing services team. The Program Manager will be the lead in tracking pertinent information for the program, ensuring grant and fiscal compliance, maintaining written protocol for the program, and working with the supervisors to maintain high levels of quality in all areas. The Program Manager will work closely with the Director of Housing to continue to build the program with excellence, fidelity, and with the proper infrastructure to support that growth.
Requirements :
Training/Education:
Bachelor’s degree required, Master’s preferred;
Three to five years of program management and staff supervisory experience required;
Three to five years of experience providing services to homeless or low-income persons preferred (may include employment, educational or volunteer experiences, internships, and academic studies).
Proficient in all Microsoft and Google applications and ability to master use of an electronic database
Experience/Skills:
Ability to work cooperatively and productively with landlords/property managers and staff of partner agencies and community organizations
Strong working knowledge of property management, leases, and fair housing laws
Familiarity with Indianapolis low income housing stock preferable but not required
Strong communication, interpersonal and leadership skills
Strong commitment to a team environment
Expert attention to detail and strong organizational skills
Experience with and commitment to a Housing First model that employs harm reduction strategies to support housing stability
Experience with a variety of rental assistance options, including HUD vouchers administered by local housing agencies, strongly preferred.
Ability to handle multiple projects simultaneously with great attention to detail with limited direction
Excellent critical thinking and problem solving skills
Special Requirements:
MUST HAVE a valid Indiana operator’s license in good standing and proof of state-required auto insurance. Utilization of personal vehicle for daily travel within the community & client sites is required. Approved mileage is paid at current IRS reimbursement rate.
Essential Functions :
Daily Operations:
Provide day to day oversight to the team regarding program operations, grants, and service delivery.
Provide guidance and expertise in regards to housing search and placement, grant and finance information, and program operations.
Work with Program Compliance Specialist to approve financial requests based on eligible expenses per grant requirements as well as thoroughly tracking grant spending
Indianapolis Housing Agency Lead :
Conduct monthly meetings with IHA to staff clients, address concerns, and develop/monitor solutions.
Assist Housing Retention Manager and Housing Retention Specialist Team Lead in managing relationship with staff at IHA to ensure timely communication amongst staff and providers to maintain housing stability for clients.
Work with Housing Retention Manager to track appropriate dates for IHA recertification and train staff on appropriately following through on these steps.
Quality Assurance :
Ensure all documentation is compliant with standards set by the agency and the Indianapolis Continuum of Care, including data entry into the HMIS adopted by the Continuum and utilized by Horizon House.
Develop internal monitoring schedules and protocols to ensure grant compliance.
Work with Program Compliance Specialist and Data and Evaluation Manager on grant reporting, chart audits, and program monitoring.
Program Development:
Take the lead on updating current processes and procedures as well as working with case management supervisors to ensure new processes and procedures are developed, documented, and training is provided to appropriate staff members.
When new programs come online, Program Manager will ensure all documents are in place to begin the program as well as train staff on appropriate procedures and protocols
Keep housing program folder on OneDrive organized, labeled appropriately, and any old or outdated materials are marked as such for archiving purposes.
Case Conferences and Staff Meetings :
Participate in multidisciplinary and/or community case conferencing designed to advance client progress toward goals.
Work with Case Management Supervisors to assist in referral forecasting
Work with partners to determine lease up timeline is followed for new site-based projects
Attend and participate in Housing Team meetings and other Horizon House staff meetings as assigned. Represent the agency at community meetings/events as assigned.
Legal and Ethical Practice :
Take appropriate action based on agency protocol and in accordance with the law.
Observe policies related to client confidentiality with respect to reports of abuse or neglect or other reports to law enforcement entities.
Maintain ethical conduct/behavior with clients, co-workers, and colleagues.
Education/Training :
Attend required agency education and training activities, including those that are position-specific. Participate in community training initiatives as available/assigned. Assist in training new staff and community partners as appropriate.
Provide education on housing and documentation processes to the entire team.
