Senior Documentation Manager

Job Description: Provide expert-level documentation management support to the Conjunction Assessment Risk Analysis (CARA) Program Manager and work closely with the CARA Management team, Contract Leads and Sub-Task Leads.

Join the Mission! The CARA Programs mission is to establish minimum collision avoidance requirements and associated operational protocols for NASA space flight programs, projects, and spacecraft to protect the space environment by reducing the risk of collision to an acceptable level. This includes requirements for early-phase planning and documentation, on-orbit conjunction risk assessments and mitigations, and disposal.

Responsibilities:

Document, review and organize procedures, requirements into a durable, well-organized repository including but not limited to budget information, interagency agreements, interagency and international contacts, program overview, schedule and priorities, review plans, system designs, hardware assets etc.

Provide support in records management activities such as electronic record dispositioning including inventory, appraisal, and disposition.

Use Business Processes Analysis to support Metadata Profile Development and define a Metadata Schema, specific to the organization in accordance to known Metadata Standards for transfer and ingestion of records into SharePoint.

Create an archive of historical analysis Research & Development chronological and categorized publications.

Set up and document a streamlined process for publication, software tools and presentation reviews via STRIVES and NTR as applicable.

Organize historical CARA briefings and presentation packages as directed. Assist with preparation of briefing packages, reports and presentations as requested.

Become familiar with the CARA mission and requirements to help identify areas that require documentation and archiving.

Develop and support CARA Management and Contractor Management Team with overall program short-term and long-term schedules, reviews, action items and tracking as requested.

Assist CARA Operations Manager, CARA Software Manager and CARA Research and Development Manager with document development, organization, and review process as requested.

Attend relevant CARA weekly meetings as requested, and CARA semi-annual task planning meetings for overall program task priority activities capture and implementation plan.

Additional duties as required.

Requirements

Experience setting goals, overseeing tasks, and reporting to stakeholders and leadership.

Ability to quickly act to changing environments and communicate a clear direction to employees and customers with urgency.

A strong ability to make sound decisions quickly utilizing analysis, experience, and judgment.

Ability to learn quickly and think critically to create innovative solutions for customer and employee needs.

Expert knowledge of Office 365 suite (Excel, Word, PowerPoint, Outlook, Teams, SharePoint).

Experience with Confluence, JIRA, and SVN repository.

Outstanding proactive customer service with strong problem-solving skills and the ability to anticipate customer needs by recognizing areas of opportunity and quickly provide solutions.

Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job. Some travel may be required.

Education and Experience:

Bachelor degree and 5-7 years of experience or 9-11+ years of experience in lieu of degree.
