JPI is hiring a Business Consultant with 8-10 years of experience to join our team. The Business Consultant will develop an architectural vision for the USCG in support of the Office of Enterprise Architecture. The vision will take into consideration investment and strategy planning and will require business analyst skills, critical thinking, and the ability to research, listen to, and coordinate with stakeholders within the organization. The Business Consultant will create and establish alignment around short and long-range action plans and document how enterprise architecture applies to the CIO world of work.

Responsibilities

Work with the USCG Chief Enterprise Architect and team to lead and develop an architecture vision for the Coast Guard.

Develop the Coast Guard investment planning strategy for enterprise architecture (EA).

Work with the team to define and document processes for maintaining planning artifacts on an annual cycle consistent with investment planning timelines.

Assess, analyze, and document how enterprise architecture applies to the CIO world of work via Microsoft Visio.

Lead, facilitate, and/or support working groups as needed.

Understand and integrate policy requirements to manage the EA strategy.

Implement processes to help ensure EA remains compliant with policies throughout its lifecycle.

Identify and document challenges/requirements to enhance information sharing and integration.

Requirements

Bachelor’s degree in engineering, information technology, business, or related field. Master's Degree is a plus.

At least 10 years of relevant experience, or at least 8 years of experience with a Master’s degree or higher; relevant work experience to include investment and strategic planning

Demonstrated experience in investment planning.

Demonstrated experience with Visio and BPMN.

Demonstrated ability to build cross-functional relationships that result in adoption of organizational change.

Ability to provide guidance and direction for multiple projects implementing: change management principles, business process development, business reengineering, and performance measurement.

Capability to manage projects of high complexity and to direct the completion of projects within estimated timeframes and resource constraints.

Must be able to assess products and procedures for compliance with: government standards, accounting principles, internal controls, and multi -tiered system application standards.

Must be able to grasp inter-relationships between financial management requirements and automated business solutions, considering the current system environment and the potential integration of added systems concurrently or later.

Ability to coordinate all parties to tasks and review work products for completeness, quality, and adherence to customer requirements.

Ability to read and interpret Government policy, regulations, and directives, and to apply those interpretations as directed by the Project Manager or designee fully and legally to all PWS activities.

Excellent interpersonal, written, and oral communicator.

Ability to provide executive level coaching

Technical writing/editorial experience.

Hands on experience managing multiple projects; demonstration of a clear understanding and application of project management methodologies and advanced project management concepts, such as IMS.

Must be a self-starter with the ability to work effectively independently and in team settings to include close collaboration with program managers.

Demonstrated situational awareness and professionalism for onsite client delivery.

Experience working in a federal EA office a plus.

Public Trust Clearance a plus.
