At Anser Advisory, part of Accenture, we are looking for a **Resident Engineer** to join our growing **Utility teams** ! The Resident Engineer for the PM/CM shall be senior technical engineer and will report to the Lead Construction Manager for tasks relating to construction management of the scope, budget, quality, safety, and schedule of work, and will ensure that the inspection, testing, and acceptance requirements are properly executed. responsibilities and Minimum Qualifications

**The work:**

+ Ensure that all comments from Reginal Transportation client are incorporated into the approved design and Shop Drawings, and that work is performed accordingly in the field, with inclusion of subsequent approved changes.

+ Must be proactive in addressing budget and administrative related problems.

+ Strong conflict resolution skills as they pertain to standard practices.

+ Generate reports to Regional Transportation client on the Project status and assist Regional Transportation client in managing various progress status meetings.

+ Compile and maintain a computer based digital photo record of construction progress and activities.

+ Execute quality controls; control budgets and the work scope; evaluate the schedules and ensure that work is performed in accordance with Regional Transportation client and OSHA safety practices.

+ Demonstrate a strong ability to work within a “paperless” environment as all project documentation will be maintained and stored in electronic fashion.

+ Validate and monitor invoices for payment in accordance with progress of the work.

+ Conduct on-site and off-site inspections, as required, to ensure conformity by the Contractor to all materials and equipment contract specifications incorporated and/or installed as part of the Project. All materials and equipment shall be approved by the CM prior to placement, installation, and/or acceptance by Regional Transportation client. The CM shall, as required, witness inspection of materials or equipment and validate any test reports/data.

**Here's what you need:**

+ Registered and current Professional Engineer license in the States for Pennsylvania

+ At least twelve (12) years’ experience in a Resident Engineer role for rail/transit projects of similar scope and complexity.

+ Shall have a technical or construction related degree in an Engineering, Architectural, Construction Management field and shall have extensive work experience in similar types of projects of similar scales.

+ Strong technical and project coordination skills.

+ Strong written and verbal communication skills.

+ Knowledge of construction when working in proximity to active railroad operations.

+ Knowledge of federal and state regulations, and industry safety standards (i.e., OSHA.).

+ Proficient in the use of personal computer and office software, such as Microsoft Word, Excel, Power Point, Outlook, and Adobe Acrobat Professional.

+ Maintain necessary training during the Contract Term.

+ Maintain a valid Driver's License throughout the life of the Contract Term.

**Preferred Qualifications:**

+ Experience as an owner’s representative and as Resident Engineer or Engineer In Charge (EIC) for the overall management of design and construction of at least one major (>$300M) design-bid-build project

+ Demonstrated experience managing a Contractor on behalf of an owner for the construction of Railroad ROW.

+ Experience managing and coordinating the construction of passenger train infrastructure systems in electrified territory including overhead catenary systems, power transmission lines, communications and signals, positive train control, track superstructure and substructure systems or similar.

+ Knowledge of construction standards and practices of Regional Transportation client.

+ Demonstrated railroad construction experience over multiple active railroad tracks in highly space constrained environment.

+ Knowledge of safe demolition of structural steel OCS and foundation means and methods over multiple active railroad tracks.

The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set and level of experience.
