General Summary:
Manages the identification, development, and support of Intelligent Transportation Systems (ITS) Systems that may integrate with the enterprise class application. Lead the team that analyzes business problems, develops technology solutions, and provides technical, administrative, and maintenance support to those system solutions. Analyzes organizational software and hardware needs and concerns. Provides direction and leadership to technical staff and works directly with them to determine daily operational and project needs. Works closely with members of client departments at all levels and with other teams within IT to analyze problems and develop technology and new business processes solutions for the benefit of DART.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages ITS application development staff to ensure DART management is provided with effective methods of meeting their transaction processing and information requirements.
Manages the identification, installation, implementation and maintenance / support of application development systems and interfaces, including complex project upgrade.
Manages technical staff to develop and achieve project targets and priorities. Plan, directs, and coordinates the activities of assigned projects and support functions to ensure that the objectives of the project are accomplished with high quality, on time and within budget parameters.
Engages in personnel management functions including recruitment, selecting, hiring, reviewing, promoting, and counseling in order to maintain a qualified and motivated staff.
Remain current on industry issues, trends, and new methods through research, seminars, workshop, and application development conferences and user groups.
Leads collection and documentation of information that describes enterprise architecture components: business processes, applications, infrastructure, and data for the ITS enterprise systems (i.e., VBS, TSP, Gateway, CCTV).
Works with business units supported by ITS to maintain system enhancements new system features, and as subject matter expert for ITS enterprise systems.
Leads ITS enterprise architecture initiatives and contributes to the IT strategy by identifying opportunities to rationalize and standardize business processes and technology assets.
Collaborates with business and technology subject matter experts to define and document current state architectures develops future state recommendations and formulates roadmaps to a target architecture model.
Ensures that technology solutions are developed in accordance with technology strategy and the architecture model by establishing standards, defining guiding principles, and conducting reviews of proposed technology solutions.
Stays abreast of software, infrastructure, data management and enterprise architecture technology trends, methodologies, and standards.
Develops designs and oversees the implementation of new ITS enterprise systems. Establishes hardware and software migration best practices, designs and analyzes requirements and specifications and develops production migration procedures. Provides specifications for the acquisition of hardware and tools as required.
Works with IT teams to solve technical challenges with industry best practices.
Applies ITS Architecture and system engineering process to current and future ITS enterprise systems.
Addresses and resolves complex technical issues with internal/external customers, including assisting with problems escalated through the Desktop Support.
Develops and maintains precise system documentation, guidelines, and presentations for management review.
Initiates and creates enterprise strategies and plans for systems administration and security. Prepares and maintains storage management plans, including routine backups, long-term archives, and disaster recovery support. Collaborates in the development and deployment of the Disaster Recovery Plan.
Analyzes enterprise system performance. Develops and implements system performance improvements.
Participates in development activities including code reviews, as well as coding and testing of new enhancements.
Perform research and development for new products for ITS and Technology.
Provides best practices for deployment of rugged hardware for mobile users.
Provide 5-star customer service and meet Agency service level agreements (SLA)
Perform other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications. Bachelor's degree from an accredited college or university in Computer Science, Business, Information Systems, or related field.
Seven (7) years' progressively responsible experience in an Information Technology environment to include five (5) years' experience managing, developing, testing, maintaining, and working with vehicle business system application software, and systems administration and configuration and three (3) working experiencing with SQL, PL/SQL, Process Flow, and interface development and scripting and with relational database (Oracle, DB2, MS SQL Server).
Must maintain all certification(s) required for this position.
Must be able to work variable hours, to include emergency response to outages.
Must be able to perform work from remote locations as needed.
Must be able to work in an on-call rotation.
Valid Texas Class A, B, or C driver's license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months in order to operate DART non-revenue vehicles, or drive in the course and scope of job.
Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles, and the ability to lift 50 pounds.
Proficiency of PC software applications to include Microsoft Office or other related software applications.
Knowledge of budget development/analysis, and operational cost factors.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
