Licensing Specialist

The Thurston County Auditor's Office, located in Olympia, Washington, is seeking a Licensing Specialist to join their dynamic team. This position will serve as the customer service representative for the County Auditor's licensing functions. In this role, you will be responsible for motor vehicle, vessel, and other miscellaneous licensing functions; receiving/interpreting records and balancing daily receipts from licensing activities, including legal documents required in title transfers and registrations; and engaging in significant public contact requiring effective communication and service to the customers. Essential functions may include, but are not limited to, the following: Provide responsive and accurate customer service while maintaining professionalism under pressure, and handling stressful situations with discretion and sensitivity. Communicate clearly and consistently with customers whether in-person, on the phone or via email. Initiate and respond to correspondence as necessary.
Review title applications to determine if the documentation submitted meets established criteria sufficient to complete the transaction.
Implement and explain the laws, rules and regulations pertaining to vehicle licensing utilizing a thorough knowledge of the DRIVES system and public disclosure laws.
Accurately compute and collect title and licensing fees and issue appropriate inventory.
Receive, verify, process and/or issue a variety of documents including: passport applications, address changes, tab renewals, 60-day temporary permits, trip permits, disabled parking applications, title transfers, quick titles, pro-rated title transfers for interstate tractor and trailer customers. Issue vehicle plates and multiple transaction batches.
Maintain a thorough understanding of vehicle and vessel licensing and title procedures, and miscellaneous licensing and permit laws through State Department of Licensing training, conferences and user group meetings.
Maintain an understanding of mobile home title transfers, title eliminations, transfer in locations and reinstatement procedures.
Process, sort and examine incoming mail for compliance with statutes and fees.
Create a record or update statewide database with vehicle and vessel information.
Work independently and as part of a team. May provide training to employees as necessary.
Open and close the vehicle licensing system and individual workstations and conduct daily inventory of accountable items.
Maintain regular, predictable and punctual attendance during regularly scheduled work hours at assigned worksite.
Balance assigned cash drawer daily, prepare deposits for the County Treasurer, and request and compile routine reports from the DRIVES system.
Communicate with Washington State Department of Licensing (DOL) office personnel.

Working Conditions:
The work is performed in an office environment. Essential tasks require typing/keyboard skills, phone usage, reading, speaking and listening, reaching, and bending. Lifting and carrying of materials, equipment or other items weighing up to 50 lbs. may be required. Certain tasks may require long periods of standing or sitting. High School Diploma or GED.
Two (2) years of general office experience with significant public contact and financial accountability.
Washington State DOL qualification (within one year of hire).
Must type 50 wpm and operate a 10-key adding machine. Ability to use a personal computer, software packages and mainframe database systems to successfully perform the duties of the position.
Must be bondable.
Must be able and willing to work a varying work schedule when required.
Current Washington State Driver's License or have requested and obtained an appropriate accommodation.
Must pass background check.
Knowledge of State title and license regulations as they pertain to vehicles/vessels and the DRIVES operating system. Knowledge of state and county statutes/ordinances regulating marriage, animal, business, peddler, ambulance, circus, auctioneer, erotic dance and amusement licenses. Must be able to communicate the laws and application procedures to customers. Ability to prepare and maintain accurate financial and clerical records. Basic knowledge of computers, programs and applications, and ability to operate office equipment. Ability to communicate effectively both orally and in writing. Ability to create and maintain good public relations. Ability to prioritize and perform multiple tasks concurrently. Ability to work independently and make appropriate decisions regarding work methods. Ability to process and account for money.
