The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.
The initiative includes the rehabilitation or replacement of select bridges—grouped in packages—and all associated infrastructure investments associated with that specific bridge, including roadway and approach work, and improvements to nearby impacted roadways.
The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.
The Project - The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. It was awarded to a consortium led by SBC in April 2022, and, upon completion, it is estimated to be over $2B.
The project is being delivered under a Pre-Development Agreement (PDA) that guarantees early involvement and increased collaboration between the Owner (PennDOT), the Developer (a JV MacQuarie Capital and S&B Concessions) and the Design Builder (a JV S&B Construction and FCC). The PDA phase will be delivered starting in April 2022 and will last until December 2026.
The first package of 6 bridges will be ready for Financial Close in December 2022 and it is anticipated that detailed design will immediately follow, with an expected construction start in December 2023
Basic Position Summary – Leads all field construction activities and personnel on the company’s largest and most complex projects that may involve multiple competencies. May be responsible for leading multiple projects simultaneously or those with revenue greater than $300MM. Ensures that the assigned projects meet budget, schedule, quality and safety objectives. Is responsible for developing less experienced Superintendents and Foremen to help ensure that the company has the field personnel necessary to meet staffing needs. Will lead and participate in business development and estimating activities within their core competency.
During the first few months before the project starts, this position will be based in Philadelphia, PA.
Responsibilities/Functions
Plans and supervises all activities including determining method of construction, sequencing, manpower levels, material quantities, equipment and work schedule.
Trains and develops less experienced Superintendents & Foremen assigned to their projects.
Through assigned personnel, manages the day-to-day activities of the construction operation.
In conjunction with Project Manager, creates and maintains project schedule; plans, monitors and reviews critical path dates and milestone schedules.
Communicates site problems, conflicts, schedule and quality issues effectively to the Project Manager and owner.
Proactively identifies and resolves field construction problems.
Maintains open communication between all subcontractors to ensure all required materials, equipment, inspections, etc. support project activities and project schedule.
Ensures that project safety protocols are implemented and followed, Site Specific Safety Plans, JSA’s, Daily Activity Planner, Tool Box Talks…
Monitors all Fay personnel & subcontractor for compliance with project safety program requirements; actively evaluates the effectiveness and ensures that corrective measures are implemented.
Participates in monthly Jobsite Safety Assessments and assists the Safety Department in performing incident and/or accident investigations and follow-up
Actively and continually monitors project equipment needs, utilization and maintenance requirements. Understands all subcontractors’ scopes; assures subcontractors maintain schedules, and quality standards meet contract requirements.
Assists the Project Manager with subcontractor disputes, quality control and schedule coordination.
Works with the Project Manager and owner’s representatives to ensure work complies with drawings and specifications.
Supports the Project Manager in the negotiation of claims and changes.
Provides input to Project Manager regarding cost and schedule forecasts.
Assists the Project Manager with review (% complete) of monthly pay requests submitted by contractors.
Assists the Project Manager with Change Order review.
Performs project close-out and ensures punch list is completed in a timely manner.
Monitors staffing levels that contribute to EEO goals for minorities and females
Mentors Project Engineers assigned to the project.
Actively participates in business development & estimating activities within their core competency.
Essential Skills and Experience
A minimum of 15 years' experience on Demolition, Heavy Civil and/or Heavy Highway construction projects in increasingly more responsible field supervisory positions. Should also have a minimum of five years' experience with the company to insure a thorough knowledge of company policies, processes and methods.
Ability to read and interpret construction documents.
Advanced knowledge of construction scheduling, cost control and ability to control and supervise large groups.
Strong organization, multi-tasking, leadership and decision-making ability
Basic computer skills preferred.
PHYSICAL DEMANDS
Requires driving occasionally for up to 2-5 hours.
Requires working in outdoor weather conditions.
Minimum physical exertion such as walking, lifting, standing for long periods, bending, or reaching may be required.
Requires visual ability to perform tasks: preparing and analyzing data, plans, outlines, viewing a computer, and extensive reading.
Requires the ability to physically operate standard office equipment i.e., laptop, phone, keyboard, mouse, etc.
