Summary
Working for a large public safety agency, the Consultant Project Manager is responsible for effective (safe, quality, timely, cost effective) execution of security and/or information technology project work, through planning, coordination and control of installation resources and activities from inception to project close-out. The Project Manager will report to the SDI Senior Project Manager and customer team leads and collaborate closely with other members of the agency's technology department to remotely support sites located throughout California. The Project Manager will be responsible for ensuring that all project materials, methods and end products conform to company, industry, contractual and regulatory standards, specifications, and requirements.
Responsibilities
Oversee and direct all aspects of assigned installation and implementation projects from conception to completion.
Review the project requirements in-depth to schedule deliverables and estimate costs.
Review contracts related to assigned projects and fully understand the scope of work.
Schedule projects in logical steps, including with customer's staff and contractors as necessary, and budget the proper time required to meet deadlines.
Schedule and direct the work of offsite staff to accomplish the project requirements.
Coordinate and direct subcontractors.
Select tools, materials and equipment and track inventory (if necessary).
Meet contractual conditions of performance and review the work progress on a daily basis.
On occasion, travel may be required to satellite facilities within California.
Prepare internal and external reports, such as weekly project status reports, pertaining to job status. Organize and facilitate meetings to review project status, concerns, issues, etc.
Plan ahead to prevent problems and resolve any emerging problems.
Escalate issues at the earliest point they arise if they cannot be immediately mitigated.
Coordinate meetings to focus on issue resolution and escalation.
Analyze, manage and mitigate risks, including maintaining the Issues Log and Risk Register. Organize and facilitate risk management sessions as necessary.
Ensure quality standards and proper compliance to client rules and regulations.
Schedule and manage Change Management sessions for handling user acceptance of the new product.
Schedule and manage Quality Control and Assurance review meetings.
Schedule and facilitate Go-Live planning sessions, both remote and onsite, for each satellite facility as necessary.
Create templates for strategic plan reporting efforts. If required, assist with creation of an IT Strategic Plan.
Requirements
This classification requires the possession of a bachelor's degree. Qualifying experience may be substituted for the required education on a year-for-year basis.
Valid PMP certification from the Project Management Institute, which will be verified.
Minimum of five (5) years of broad, extensive, and increasingly responsible PM project experience applying project management (PM) principles, methods, techniques and tools.
Proven working experience in project management specific to information technology and/or security related projects.
Advanced knowledge of project management processes, means, and methods.
Understanding of all facets of development and systems lifecycles.
Proven working experience with scheduling processes using Microsoft Project.
Competent in conflict management and problem resolution.
Detail oriented and organized with excellent time management skills.
Ability to give direction and delegate tasks.
Strong communication and interpersonal skills.
Ensure appropriate and product-related training and documentation are developed for users.
Experience with a change control process and project governance.
Desired Requirements
Familiarization with standards and practices of the CA-PMF.
Experience with large-scale projects in a public safety environment.
Experience in a Law Enforcement Communications Center dispatching environment.
Experience with Computer Aided Dispatch and Mobile applications.
Experience with audio recording systems, such as for phone calls and radio transmissions.
Experience with 9-1-1 systems.
Experience with police radio communications systems.
Strong oral and written communication skills to assist with development of project deliverables and participate in presentations.
