Description of Organization : USAID’s Land and Resource Governance Division (LRG) within the Bureau for Resilience, Environment and Food Security’s Center for Natural Environment (CNE) works to clarify and strengthen the land tenure and property rights of all members of society, especially women. LRG collaborates with global partners to ensure that land and resource governance systems are effective, accessible, and responsive. CNE/LRG has expertise in the aforementioned technical areas and in geospatial information system applications, economics, rigorous impact evaluations, and legal and regulatory reforms to secure property rights and maximize resource productivity. It is also the home of USAID coordination and technical support for critical minerals programming, an emerging and rapidly growing area of work across the Agency.

Duties and Responsibilities : The Supervisory Natural Resources Officer will support LRG by advancing USAID’s core land and resource governance programs and research agenda objectives, with a specific focus on advancing USAID’s existing and emerging programs on climate change, Indigenous Peoples’ and local community (IPLC) land rights, combating illicit mining and promoting responsible supply chains for critical minerals, and addressing the development, environment, human rights and social risks associated with programming designed to mitigate climate change or support green energy mineral production. The LRG Senior Advisor will serve as a technical expert supporting regional and pillar bureaus and missions with state of the art research, tools, and programming options that support activities focused on land and the cross-cutting issues related to IPLCs, minerals, and conflict. The LRG Advisor will also lead and/or contribute to development of policies, strategies, and plans for land administration, tenure, resource governance and related conflict, IPLC, and critical minerals challenges, and their linkages to USAID assistance programs. Further, the Senior Advisor will be expected to coordinate and manage all functions to design and implement complex and diverse programs for land and resource governance, including their intersection with other sectors and programs. This position requires high level technical coordination, advisory services, and developing business relationships with the U.S. interagency, donor communitymultilateral organizations, the private sector, and implementing partner community.

Specialized Experience : For the FL-02 (GS-14 equivalent), you must have one year of specialized experience at the FL-03 (GS-13 equivalent) grade level or equivalent. Examples of qualifying specialized experience include:

Leading teams and/or working groups that furthered agency and/or organizational goals related to land and resource governance and/or natural resource management;

Managing land and resource governance projects and/or programs.

Serving as an advisor to management and developing long and short-range objectives that met the goals of an organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
