Description

The Ambulatory Care department is seeking a Regional Administrative Director who is results-focused, adept with exceptional interpersonal, supervisory, and communication skills. Ambulatory Care consists of a system of primary care and specialty care medical clinics throughout Ventura County. These clinics offer a medical home to meet the whole family's health needs. Patients receive routine checkups, immunizations, preventive care, treatment for acute and chronic conditions, and coordinate with specialists when needed. They provide care on an outpatient basis at all levels.

Be part of our Ambulatory Care Administration team, where under general direction, the Regional Administrative Director provides management of a department, or across several departments, operations, and services within the Health Care Agency. The Regional Administrative Director is responsible for the management of administrative and managerial functions and develops department goals, strategic plans, and long-term vision, and makes policy decisions.

WHAT WE OFFER:

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position may also be eligible for the following:

Educational/Bilingual Incentive - Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill. Supervisory Differential - A person occupying a supervisory position may receive a differential equivalent to 7.5% of the base salary rate of any one of their subordinates. Medical Maintenance Examination - A medical examination may be performed by Employee Health Services or by a personal physician, incurred expenses may be eligible for reimbursement. Gross-Up Provisions - Any of the following benefits which subsequently become subject to taxation will be paid at 133% of the benefit income. This applies to Flexible Benefit Plan, Textbook & Tuition Reimbursement Plan, Medical Maintenance Examination Reimbursement Program, 401(k) Deferred Compensation Program Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan. Health Plans - You are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans. Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental, and vision care expenses. Pension Plan - Participation in the County's defined benefit pension plan. PAYROLL TITLE/ APPROXIMATE SALARIES: HCA Administrative Manager I:$4,427.77 - $6,198.87 biweekly

HCA Administrative Manager II: $4,884.73 - $6,838.62 biweekly

HCA Administrative Manager I and II are Management positions and are exempt from overtime. These classifications are eligible for benefits at the MB3 level.

The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only . There is currently one (1) regular full-time vacancy.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Duties may include, but are not limited to the following : Manages multiple sites and service lines, ensuring standardization in practice, as well as optimum operational performance; Manages, plans, organizes, and directs complex activities for department(s); Develops, presents, and implements plans, programs, and recommendations for the Board of Supervisors, County Executive Officer, County departments, advisory committees and commissions as well as agencies independent of the County; Directs through subordinate managers all departmental administrative support functions and services; Represents the department in management, program, and personnel matters; Makes recommendations and presentations to the Board of Supervisors, Civil Service Commission, County Executive's Office, Personnel Management, and other agencies, boards, commissions, and offices; Initiates and directs highly complex administrative operations to assess productivity, compliance, and completion of objectives, and predict future needs; Directs department policies and procedures, and department's goals; Conducts and directs studies of new and existing programs and special projects to determine feasibility, resolve problems, increase efficiency, and to make appropriate recommendations; Directs projects to ensure compliance with local, state and federal statutes and guidelines, and governing regulatory bodies; Oversees contracts to ensure service expectations and contractual obligations are met; Implements and supports service integration/centralization efforts and service expansion; Evaluates and ensures improvement of patient experience and quality outcome measures for assigned sites/services; Participates in strategic plan development and ensures communication and expectations to staff; Assists in preparation of operational budget including identifying costs and revenue projections; Directs the department's administrative support functions and services with that of other divisions and programs, outside agencies, and vendors; and Performs other related duties as required.

Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE :

Any combination of education and experience which would demonstrate possession of the required knowledge, skills, and abilities. An example of a qualifying education and experience is:

Education :

HCA Administrative Manager I and II Possession of a bachelor's degree in Health Care, Business, Public Administration, or related field,

AND

Experience :

HCA Administrative Manager I: Three (3) years of recent and progressively responsible experience in healthcare administration in a private or public sector medical clinic(s), which includes at least two (2) years supervising professional-level staff.

HCA Administrative Manager II: Five (5) years of recent and progressively responsible experience in administration in a private or public sector medical clinic(s), which includes at least three (3) years supervising professional-level staff.

Substitution :

Up to four (4) years of additional related experience may be substituted for the bachelor's degree.

NECESSARY SPECIAL REQUIREMENTS: Must possess and maintain a valid California driver license by the first day of employment. Able and willing to travel to various clinic sites regularly.

DESIRED: Knowledge of Federally Qualified Health Center (FQHC) program

ORAL EXAM - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
