Clinical Director

Position Summary:

The Behavioral Health Clinical Director oversees the admissions department, the utilization department and the clinical behavioral health department, including all SUD counselors, all MH or COD therapists, and intern/practicum students. In addition, this position will also manage program compliance, clinical staff oversight, administration, and patient care.

Essential Duties and Responsibilities:

Program Oversight

1. Oversees and ensures quality of care for all behavioral health patients, including but not limited to, intake and services coordination, discharges and continuing care, personnel oversight of substance use disorder counselors, mental health counselors, COD counselors, trainees and/or interns, all clinical behavioral health services, curriculum, and programming.

2. Monitors collection of statistical data, including developing tools and compiling results.

3. Ensure program curriculum and contract fidelity.

4. Implements policies and procedures pertaining to substance use disorders and mental health programs.

Must keep abreast of current WAC requirements for Long Term Residential and Recovery House patients and implement changes necessary to maintain compliance with current standards.

6. Responsible for increasing and maintaining patient census and identifies and implements tactical steps to address concerns.

7. Conducts ongoing program needs assessments, defines and addresses training issues, and sets goals for programs.

Participate in chart reviews and audits as required.

9. Decrease barriers with other internal programs. Continuously work with and support other departments to create streamlined trauma-informed and evidenced-based practices.

Act as after-hours and weekend On-call Supervisor in a rotation shared with other assigned Key Recovery staff.

Demonstrate Diversity, Equity and Inclusion in all work-related activities. Advocate for inclusion, equity and belonging for all patients and colleagues.

12. All other duties as assigned.

Supervision

13. Supervises designated staff including hiring, staff evaluations, staff development and performance, staff productivity, staff scheduling and disciplinary actions and terminations.

14. Directly supervises the SUD Clinical Manager, Mental Health Therapists and Master’s level interns, Utilization Specialists and Care Coordinators, intake/admit, and assigned support personnel.

15. Ensures clinical supervision is provided to credentialed Key Recovery staff.

16. Conducts investigations and implements progressive disciplinary action as appropriate.

17. Addressing staff and patient complaints and grievances, resolving problems and documenting outcomes within the guidelines of the agency grievance policy.

18. Act as after-hours and weekend On-call Supervisor in a rotation shared with other assigned Key Recovery staff.

19. Role model appropriate solution-focused and strength-based behavior. Advocate for and demonstrate Key Recovery’s commitment to Diversity, Equity and Inclusion.

20. Ensure Key Recovery’s policy and procedures are followed and ensure clinical compliance.

21. Will assist with treatment management and oversight when COO of Key Recovery and Life Skills is unable to consult.

Community Relations

22. Represents the organization in local meetings and advocates on behalf of Key Recovery clients and the agency.

23. Ensures continuity of services by participating on task forces, committees and attending meetings with other professionals as needed.

24. Coordinates activities with other governmental or private agencies which provide services; coordinates assigned program services with care coordinators and staff from other programs.

Administration

25. Monitors budget for assigned Behavioral Health programs to ensure that expenditures stay within allocated limits.

26. Prepares annual program plans and forecasts service levels to be delivered.

27. All other duties as assigned.

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education/Experience:

Master’s Degree in related field required (Social work, mental health counseling, psychology) and 8-10 years of relevant experience or a combination of education and experience that is equivalent. Minimum of 3 years in a senior leadership role and have the credentials and experience to be a WA state Approved Supervisor for both SUD and MH counselors.

Certificates and Licenses:

Maintain active Substance Use Disorder Professional license and mental health license (LICSW, LMHC, LMFT) with the WA Department of Health. Must be an SUDP and LICSW/LMHC/LMFT Approved Supervisor.

Maintain current CPR/Red Cross certification. Training in TB test results, ethics, confidentiality, cultural competence, medication handling, bloodborne pathogen, sexual harassment, duty to warn, fraud awareness, and HIV trainings. Pass annual criminal history and exclusion checks and individual NPI number.

Background:

No history of misuse of alcohol or other drugs for a minimum of one year prior to employment with Key Recovery Center. Employer is a drug-free workplace, and employees will agree to random and for-cause drug testing policies.

Offer of employment is conditional upon DSHS or FBI Criminal Background Check and ability to pass a post-offer, pre-employment drug test and agreement to agency’s drug free workplace policies, including compliance with random and/or for cause drug testing.

Computer Skills:

Working knowledge of Microsoft Office Suite programs. Ability to learn electronic databases, including the Electronic Health Record systems.

Language Skills:

Read, analyze and interpret professional journals or governmental regulations. Write reports, business correspondence and manuals; Effectively present information and respond to questions from groups of managers, clients, coworkers, community members and other professionals as required.

Reasoning Ability:

Solve problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of data or instructions furnished in written, oral, diagram, or schedule form. Analyzes situations to anticipate/identify potential problems; collects relevant information, evaluates options and recommends appropriate actions; offers solutions
