A vacancy exists in the Department of Health and Human Services, Bureau of Behavioral Health - Fiscal Division.

Under general supervision, performs fiscal, accounts payables, administrative, procurement, and analytical duties related specifically to grants and general funds awarded to the Bureau.
Examples of Essential Duties
Prepares and submits requisitions for assigned encumbrances to include researching and gathering all pertinent information following established guidelines.
Reviews, tracks, and pre-approves program prepared requisitions as assigned.
Reviews and processes assigned invoices in an accurate and timely manner to include purchase orders, supplier invoices, procurement cards, etc.
Analyzes and tracks expenses, invoices, and assigned accounts to ensure expenditures are within appropriations, approved budget, and spending guidelines as well as to project shortages and identify areas of concern.
Reviews procurement card purchases as assigned, all related reporting/reconciliation of those purchases, and review/oversight of procurement card purchases/reconciliations made by program staff.
Provides guidance to program staff regarding purchasing processes and spending activities.
Researches and reports on a variety of fiscal issues as assigned.
Collects and compiles data, analysis of collected data, routine reporting on collected data.
Assists with fixed assets tracking.
Performs administrative tasks related to copying, filing, submission, etc. for assignments and all other duties as assigned.

Graduation from an accredited college or university with a bachelor's degree, preferably in business administration, public administration, economics, or a related field.
Experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Knowledge, Skills, and Abilities
Knowledge of the principles and practices of public and business administration.
Knowledge of current office practices, procedures, and systems with emphasis on Microsoft Excel, Workday, and SharePoint.
Ability to communicate clearly and professionally in written and oral forms with internal and external customer.
Ability to learn, understand, and apply Baltimore County, Departmental, and Bureau rules, regulations, policies, and procedures.
Ability to research, analyze, and report on a variety of management issues.
Ability to track and monitor expenses and performance measures as well as administer grants and contracts.
Ability to be detail oriented.
Ability to work independently to manage a variety of tasks.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
