Statement of Work:
The Washington Metropolitan Area Transit Authority (WMATA) requires the services of a qualified contractor to provide professional services to ensure that its ERP implementation meets the stated needs and requirements, is appropriately configured; achieves the quality and security objectives, and the product functions as designed. The overall objective of this effort is to manage risk, ensure compliance with development process standards, and ensure that there is no disruption to core enterprise business services during and after the migration from Peoplesoft 9.1 to Oracle Fusion.
WMATA is implementing Oracle Fusion as its new Enterprise Resource Planning (ERP) System, which includes all Financial, Procurement, Human Capital Management and Enterprise Learning Management modules. Oracle Corporation, the System Integrator (SI) vendor has been selected to assist Metro with a successful transition from the current PeopleSoft ERP system to the new Oracle Fusion ERP system. The Enterprise Resource Planning Modernization (ERP) Program is being spearheaded by the Chief Financial Officer in partnership with the Chief Digital Officer (Digital Modernization) and the Chief People Officer (People, Culture & Inclusion).
There are three (3) principal areas of focus the ERP - IV & V awarded vendor will be responsible for:
• Independent Verification
• Independent Validation
• Recommendations for Risk Mitigation
The ERP - IV & V awarded vendor will also be responsible for the provision of:
• Program & Project Management.
The client seeks the services to provide a resource to perform as Subject Matter Expert on a Staff Augmentation basis.
Task Description:
Subject Matter Experts (SMEs): Advises on overall strategy and the path forward and responsible for the implementation. Demonstrated experience with either implementation of a large-scale cloud based ERP system, or experience with IV&V of a cloud based ERP system. Engage with leadership and key stakeholders. Provide highly technical and specialize expertise. May review the work of junior staff, perform assessments and analysis, and draft and present findings and reports. Minimum 10 - 15 years as a practitioner.
Verification & Validation
. Work with SI and Metro to establish the governance structure, roles and responsibilities, processes, and cadences to effectively manage scope, decisions, risks, and issues pertaining to the IV & V work.
b. Finalize the formulation of software metrics definition, assessment, and reporting.
c. Set up requirements validation methods (testing, simulations, analysis).
d. Establish test planning, test conduct, test measurement, and test reporting at various implementation phases.
e. Utilize expert level understanding of software development strategies/methodologies, and Software design tools/methodologies to develop processes and tailor tools for managing and tracking implementation.
f. Establish the processes for managing risks, action items, issues and decisions and associated escalation plans, as well as the processes for managing and tracking requirements.
g. Document and present recommendations that adhere to the parameters outlined by the Metro Executive staff while mitigating identified risks.
Change/Communications
. Assess and classify impacts of the defined change management plan presented by SI and Metro PMO on stakeholders and stakeholder groups. Review communications methods, cadences, and communications used for updates to the stakeholders.
b. Assess the Change Measurement Approach and criteria, present recommendations for improved results.
Required skills/Level of Experience :
Relevant professional achievements, relevant experience (with a preference for demonstrated experience with large scale ERP implementations or IV&V - to include but not limited to HCM, Finance, Grants, Procurement, and Learning Management) demonstrated through professional qualifications, resume, certifications, and relevant skills.
Minimum 10 - 15 years as a practitioner, including:
PeopleSoft 9.1 Enterprise Resource Planning (ERP)
Oracle Fusion ERP System, including all Financial, Procurement, Human Capital Management and Enterprise Learning Management modules
Systems/Application modernization and migration
Enterprise Strategy and Change Management for complex digital modernization, demonstrated through either implementation of a large-scale cloud based ERP system, or experience with IV&V of a cloud based ERP system.
Engagement with leadership and key stakeholders.
Providing highly technical and specialized expertise.
Review of the work of junior staff, performance assessments and analysis, and drafting and presenting findings and reports.
