ORGANIZATIONAL SUMMARY

The Judicial Inquiry Board (the Board) is an independent state agency created by the Illinois Constitution. The Board is charged with the responsibility of receiving and investigating complaints of ethical misconduct or physical or mental incapacity made against judges serving in the state courts of Illinois and, when warranted, to file and prosecute formal complaints with the Illinois Courts Commission.

POSITION SUMMARY

The executive director & general counsel serves as the chief legal, administrative, and financial officer of the Board, and is responsible for the management and supervision of the day-to-day operations of the Board. The executive director & general counsel is required to analyze complaints of judicial misconduct and incapacity, coordinate and supervise investigations and prosecutions, depose witnesses, conduct examinations of Illinois judges, supervise investigators and administrative staff, give presentations to judicial groups on judicial ethics and the rules and procedures of the Board, testify before legislative bodies, and participate in the drafting and prosecution of complaints before the Illinois Courts Commission.

The executive director & general counsel is an at-will employee appointed and directed by the Board. The position is exempt from the State of Illinois Personnel Code.

MINIMUM REQUIREMENTS

• Licensed to practice law in the State of Illinois.

• A minimum of ten years legal experience, including significant litigation and administrative experience.

• Progressive experience in a supervisory capacity in legal and investigative matters.

• Highest ethical standards and ability to work with sensitive and confidential material.

• Strong leadership, interpersonal, analytical, and organizational skills.

• Experience reviewing and analyzing voluminous documents.

• Ability to prepare, monitor, and administer a budget.

• Experience prioritizing and managing multiple projects simultaneously.

• Strong oral and written communication skills.

• Experience working independently and in a team environment.

• Ability to independently use office equipment and handle/transport documents weighing up to 30 lbs.

• Possession of a valid driver’s license; and the availability to travel in the course of work, including overnight travel, if necessary.

DUTIES AND RESPONSIBILITIES OF THE POSITION

• Receive, analyze, and process requests for an investigation of an Illinois judge for judicial misconduct and incapacity.

• Develop initial assessments of requests for an investigation of a judge. Prepare an executive summary of each request and a recommendation for action to assist the Board in determining the disposition of the matter.

• Assemble and provide all relevant and necessary materials to the Board prior to its meetings.

• Manage and supervise the Board’s day-to-day operations, including staffing issues.

• Assign investigations to individual investigators, coordinate and monitor investigations, review investigative reports, and ensure that investigations are conducted in a thorough and appropriate manner.

• Depose witnesses and conduct examinations of Illinois judges under oath.

• Independently and in collaboration with the Board’s trial counsel and chairperson, prepare written communications to judicial officers and others.

• Oversee the activities of the Board’s trial counsel and assist trial counsel in preparing for judicial appearances before the Board and in the preparation and prosecution of formal complaints before the Illinois Courts Commission.

• Attend all Board meetings and hearings conducted by the Illinois Courts Commission.

• Schedule judicial appearances before the Board and coordinate Board business with its chairperson.

• Prepare the Board’s agenda and minutes of its meetings.

• Prepare the fiscal year budget for the Board’s consideration and approval; prepare and submit budgetary documents to the Illinois State Legislature and testify before legislative appropriation committees regarding the Board’s request for funding; and provide responses to members’ questions concerning the Board’s operations and funding.

• Maintain the Board’s records and administer its fiscal resources.

• Ensure the security, proper usage, and maintenance of the Board’s assets.

• Respond to media inquiries and prepare press releases.

• Maintain the Board’s website.

• Prepare for and participate in the annual State of Illinois compliance audit of the Board’s operations.

• Compile a comprehensive annual report including the Board’s constitutional authority, complaint process, summary of requests for investigation received, including the nature, court division, source, level of judiciary involved and manner of disposition, and a summary and the formal complaints filed by the Board with the Illinois Courts Commission and the orders entered.

• Serve as the Board’s ethics officer and ensure the timely filing of economic interest statements.
