Under general supervision of certified Public Health Microbiologists, the Public Health Laboratory Technician performs para-professional tasks in the Public Health laboratory to support the professional microbiologists in performing a variety of procedures used to detect and identify infectious diseases. Knowledge of

Principles, techniques and terminology used in a laboratory for performing bacteriological, serological, mycological, virological, parasitological and chemical tests

Aseptic laboratory techniques

Laboratory hazards

Proper safety precautions and procedures

Use and care of laboratory equipment

Quality assurance and quality control procedures

Proper methods of disinfection

Confidential requirements of HIPAA

Security requirements of high-risk agents and forensic materials

Proper collection and transport procedures for human specimens

Common bacteria and parasites associated with disease processes

Ability to

Apply proper laboratory techniques with speed and accuracy

Follow written and oral instructions

Keep accurate, clear and concise laboratory records

Establish and maintain effective working relationships

Prepare complex laboratory reagents and solutions

Add, subtract, divide, and multiply all units of measure, and compute percentages

Read, write, and speak English at a level necessary for satisfactory job performance

Analyze laboratory problems accurately and take effective action

Operate laboratory equipment

Work with infectious agents safely using aseptic laboratory techniques

Evaluate human, animal or environmental specimens to confirm proper collection and transport procedures have been followed

Minimum Qualifications

Experience : One year of para-professional laboratory experience performing bacteriological, biochemical, chemical, public health or related examination procedures.

AND Education : A minimum of twenty four (24) semester units or thirty six (36) quarter units in college laboratory courses such as chemistry, biology, bacteriology, or laboratory instrumentation.

Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Note: If the minimum qualifications include an educational or certificate/license requirement, applicants must submit proof of requirements with the application. Special Requirements

Physical Requirements : Persons appointed to this position must be able to:

Use hands to hold, shake, twist laboratory equipment during analysis

Distinguish visually colors, shapes, sizes, and numbers

Distinguish visually measurements as small as millimeter and a milliliter

Carry a variety of laboratory equipment weighing up to 25 pounds

Sit and/or stand for extended periods of time

Additionally, the use of contact lenses is prohibited in the laboratory. Persons appointed to this position cannot be in such health that an infection may be unusually hazardous, and/or at increased risk of acquiring infection.

FBI Security Risk Assessment :  Authorization to access any select agent or storage location is required and must be maintained. All candidates who have accepted a conditional offer of appointment within this class shall be required to pass an FBI Risk Assessment in accordance with the requirements of the Bioterrorism Preparedness Act. All such candidates shall be fingerprinted in conjunction with the Risk Assessment.

Criminal History Check :  The County may access criminal history information on all candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisor Resolution No. 82-602 and applicable federal and state law. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

Probationary Period

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
