Program Manager - Tulsa_

SUMMARY: Plan, organize and manage Company resources to execute and complete programs and projects within the defined scope, quality, time and cost constraints. This includes both firm-business programs and new-business projects. Although a Program Manager (PM) at this level should generally be assigned small programs with mentorship from a Senior PM or Principal PM, he will retain primary responsibility and accountability for his assigned programs/projects. For the training simulation modification business, this position should generally manage programs involving less than 10 direct-charging program staff, be less than $5M in contract value for any product program or $30M for any service program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Serve as primary point of contact with the customers on all program matters, except contractual issues.

Develop program plans, including task definitions, schedules, budgets, and risk management.

Implement and execute program plans. Continuously assess the status of on-going programs, comparing the results to the plan. Adjust the plans to ensure the desired program results are achieved.

Support Quarterly Program Reviews (QPR). Report status of all financial, customer, technical, schedule, resource, quality, and risk factors. Update spend plans for labor, materials, and ODC.

Maintain effective customer and supplier relationships. Be the customer advocate in CymSTAR to ensure their reasonable expectations are realized. Ensure subcontractors are dealt with in a professional and reasonable manner. Be transparent with both customers and suppliers to the maximum extent reasonable.

Negotiate with the Engineering Managers and other Company management/supervision to ensure human resources are available, applied to, and withdrawn from the program in a timely manner.

Establish and maintain program office files of all correspondence with both internal and external interfaces.

Establish highly effective communications with and among assigned staff to ensure all tasks are accomplished and interfaces between various team members and/or program components are well defined and consistent.

Ensure risk management analyses are performed and managed to minimize impacts.

Ensure all deviations from the contracts/subcontracts are appropriately processed through CymSTAR Contracts.

Comply with all Company process and procedures and Government regulations.

Manage assigned proposal efforts, ensuring consistency between the scope of work and Company bids for all proposal efforts.

Ensure bid submissions are competitive and have reasonable profit opportunity.

Perform other related tasks as assigned by the Director of Programs or upper management.

Plan and ensure the timely delivery of all contractually required data (management and technical).

Identify and seek to understand customer expectations (not just contractual requirements) early in the program. Resolve any discrepancies with CymSTAR to ensure alignment.

SUPERVISORY RESPONSIBILITIES:

Managerial oversight of all Company staff assigned to the program.

QUALIFICATION REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. However, an entry-level program manager will normally be assigned to smaller programs and/or as an Assistant PM on larger programs, and a Principal Program Manager will normally be assigned as a mentor for at least the first 2 years. The requirements listed below are representative of the advanced knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE:

Bachelor’s degree from an accredited 4-year program (emphasis in business or management desired); at least 3 years’ experience in leadership roles; or equivalent combination of education and experience. Background will include interaction with others in the fields of engineering, contracts, procurement, and production. Knowledge of FAR/DFAR and US Department of Defense acquisition process, DoD contracting, local, state and federal safety regulations and ISO 9001 quality management requirements.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret common schedule reports, technical documents, financial reports, and legal/contractual documents. Ability to calmly respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, customers, public groups, and/or Company Members.

MATHEMATICAL SKILLS:

Ability to comprehend and apply principles of modern algebra and statistical methods.

COMPUTER SKILLS:

Experienced and proficient in the use of standard Personal Computer productivity software tools including word processors, spreadsheets, presentation graphics, project management, and simple databases.

REASONING ABILITY:

Able to consistently exercise rational discretion and judgment in performance of job. Ability to define problems, collect data, establish facts, reason, and draw valid conclusions. Ability to understand and interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CITIZENSHIP:

U.S. Citizenship and able to qualify for U.S. Government SECRET Security Clearance.

OTHER SKILLS and ABILITIES:

Must possess effective interpersonal skills with the ability to communicate effectively at all levels of the Company and with customers and suppliers.

Ability to think and act quickly, calmly, and logically on his feet in pressure situations.
