What Success Looks Like In This Job

To perform a variety of technical inspection work to enforce compliance with International Code Council (ICC) building codes and National Electrical Code (NEC), regulations, and ordinances. This position reports to the Combination Inspector/Supervisor.

The successful candidate will have the knowledge and/or the ability to learn and keep abreast of existing, revised, and new state and local codes and ordinances and professional developments within the field. In addition, the individual will understand and have the ability to implement building related codes and ordinances enforced by the County, including the International Building, Plumbing, Mechanical, and Energy Conservation codes, National Electrical code, and Zoning codes.

The Department has elected to consider a range of experience for this vacancy. A candidates' qualifications will determine the level at which they are hired.

Combination Inspector I: $59,845.76 - $86,775.52 Annually

Hiring salary range: $ 59,845.76 - $68,822.624 Annually

Combination Inspector II: $67,242.350 - $97,501.400 Annually

Hiring salary range: $67,242.350 - $77,328.702 Annually

Examples of Duties for Success

+ Conduct small to mid-sized inspection types and support duties with a high degree of support, supervision, direction, and guidance.

+ Perform small or basic inspections such as residential based projects to include water heater, furnace, A/C, footings, foundations, and sheathing, roofing, and lath type inspections.

+ Perform mid-sized inspections to include tenant finish, rough-in installations, remodeling, renovations, and additions.

+ Inspect industrial, commercial, and residential buildings during various stages of construction and/or remodeling to ensure compliance with applicable codes, ordinances, and regulations; make determinations regarding approval or disapproval of work being conducted.

+ Inspect existing buildings for change of use, occupancy, or compliance with applicable ICC codes and ordinances.

+ Inspect the demolition and removal of structures in the county.

+ Respond to emergency call out situations to inspect buildings after fire or other catastrophic events; evaluate structural stability; determine if building is habitable and write up reports.

+ Inspect foundation, concrete, steel masonry, wood construction, framing, plastering, plumbing, heating, and installations that contain a large variety of other complex and routine building system elements. Conduct mobile home installation inspections.

+ Issue "Notices to Comply" on violations; issue "Stop Work" orders on work that has been completed without a permit or that is in violation of the established codes; maintain records of historical facts for possible legal actions.

+ Perform inspection activities with other county departments and outside agencies as required.

+ Confer with architects, contractors, builders, and the public in the field and office; explain and interpret requirements, procedures, and restrictions; perform field inspections.

+ Research problems and complaints regarding commercial and residential buildings, building construction, and code compliance.

+ Explain laws, ordinances, and code provisions to contractors, property owners, and the public. Advise homeowners, architects, designers, contractors, and developers on code and design requirements.

+ Provide information to designer to assist in correcting deficiencies in construction; develop citizen assistance/code related handouts and information.

+ Resolve and respond to complex and sensitive customer service issues either in person, by telephone, or in writing.

+ Maintain log of inspection activities performed regarding the findings of daily inspections.

+ Perform searches of legal records for names of property owners not in compliance with construction regulations.

+ Review plans in the field to determine conformity to building and zoning codes.

+ Testify in court as an expert witness, as needed.

+ Support the front counter, approve the issuance of building permits, and verify valuations based on the level of work being completed.

+ Perform other related duties and responsibilities as required.

Qualifications for Success

+ Understand and implement building related codes and ordinances enforced by the County, including the International Building, Plumbing, Mechanical, Energy Conservation codes, and Zoning codes.

+ Knowledge of and the ability to learn and keep abreast of existing, revised, and new state and local codes and ordinances and professional developments within the field.

+ The ability to research codes and ordinances as assigned and trends within the field.

+ Apply accepted safety standards and methods of building construction for commercial, industrial, and residential buildings.

+ Apply basic principles of structural design and engineering mathematics; make mathematical calculations accurately and rapidly.

+ Apply knowledge of major types of building construction, materials, and methods used on inspections.

+ Apply complex principles and techniques of building inspection work.

+ Learn and demonstrate thorough knowledge of county code requirements and related policies.

+ Interpret and apply pertinent federal, state, and local laws, codes, and regulations.

+ Read and interpret complex building plans, specifications, and building codes.

+ Ability to use all job-related tools, including ladders, tape measure, calculator, and level.

+ Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations, and standard construction practices.

+ Enforce necessary regulations with firmness and tact, always maintaining excellent customer service whenever possible.

+ Take proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents. Use all the required safety equipment.

+ Computer Skills: Learn the operation of computer and County-supported software, to include MS Office Suite, Accela, JD Edwards, E-Docs, and other software used in the Building Safety Division, including the use of I-Pads for field inspections.

+ Communicate clearly and concisely, both orally and in writing.

+ Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

More Qualifications for Success

Combination Inspector I:

Experience: A minimum of two (2) years of construction-related job experience as an inspector, contractor, engineer, architect, superintendent, foreman, or mechanic in charge of construction.

Education and Training:

+ High school diploma or GED equivalent.

+ Completion of college coursework in Building Technology, Construction Management, Architecture, or Engineering from an accredited college, university, or technical school is preferred.

License or Certificate:

+ Possession of a valid Colorado Driver's License, class "R", with a safe driving record is required.

+ Individuals are required to possess or obtain TWO of the following certifications within 12 months of employment. Individuals who currently possess a Colorado Journeyman or Master license in Plumbing or Electrical only need to obtain ONE additional ICC certification below to meet the requirements:

+ ICC Residential Building Inspector

+ ICC Residential Plumbing Inspector

+ ICC Residential Mechanical Inspector

+ ICC Residential Electrical Inspector

SPECIAL REQUIREMENTS:

Essential duties require the following physical abilities and work environment:

+ Ability to withstand exposure to confining spaces, noise, outdoor weather conditions, electrical hazards, dust, and mechanical hazards as these conditions occur on the job.

+ The individual in this position must have the ability to climb ladders to inspect roofs.

+ The individual must have the ability to carry up to 50lbs.

Combination Inspector II:

Experience:

+ A minimum of three (3) years of construction related job experience as an inspector, contractor, engineer, architect, or as a superintendent, foreman, or mechanic in charge of construction.

+ Minimum of one (1) year of inspection experience is required to qualify for Building Inspector II.

Education and Training:
