Position Summary:

DT Institute is seeking a Program Officer (PO) to join the Program Management Unit (PMU). Under the supervision of the Program Manager (PM), the home office Program Officer (PO) will serve as a central member of the PMU. The PO will contribute to DT Institute's programmatic efforts to promote independent reporting, grassroots civic awareness, and constructive engagement on anticorruption matters among local lawyers, journalists, civil society advocates, and other non-governmental stakeholders and to build their capacity to drive Sudan's anticorruption reform, transparency, accountability, and human rights agenda to hold corruption perpetrators accountable. The PO will get exposure to strategic planning, project management, and implementation of donor-funded international development initiatives. The PO will support project field operations, admin support for project implementation, finance, grants, and budget management. The PO will report to the PM for the Informed Mobilized Communities Against Corruption ( ICMAC) PM. Successful POs are detail-oriented, take a large degree of initiative, are happy to be flexible, and are always focused on delivering outstanding support to our field teams, partners, clients, and beneficiaries.

Essential Functions:

Contribute to overall project management from award through closeout, including contractual compliance, financial management, and project personnel and subcontractors oversight.

Grants and Cooperative Agreements : Be familiar with relevant policies and procedures, including U.S. and project host country laws and regulations; DT Institute policies and procedures; Department of State regulations; and be accountable for project compliance with these laws, regulations, policies, and procedures;

Provide grant quality assurance, control, and compliance, with guidance from the PM, Grants Manager, and Contracts Administrator as required;

Assist with drafting, branding, and archiving project deliverables, including communication pieces like success stories, reports, work plans, etc., established by the Prime Contractor;

Prepare basic grant requests and concurrences, including to the grants officer representative and grants officer, for program-related costs;

Operations: Provide program management and support for DT Institute programs;

Lead recruitment and personnel management of long- and short-term consultants, including development and execution of employment contracts, scopes of work, and collection of all supporting documentation;

May serve as Principal DT Institute point of contact with U.S. and third country-based subcontractors' contract representatives as requested. Develops subcontracts, facilitates communication with field and home office project leads, and reviews and approves subcontractor invoices. Track and manage subcontract and consultant issues such as period of performance, invoices, etc.;

Act as a backup to the Program Manager during leave and extended field assignments;

Play a key role in project start-ups and closeouts, including planning, record management, and traveling to the field as appropriate. Oversees disposition of non-expendable equipment and other project assets during closeout;

Other duties as assigned.

Finance: Assist PM with project financial management, including monthly review and approval of field expenditures , preparing budget modifications and client invoices, and ensuring necessary backup documentation is complete and accurate.

Plays a key role in monitoring project budgets and compiling accrual, pipeline, and cost-to-complete reports for both DT Institute and clients as necessary;

Other duties as assigned.

Business Development Support business development, as required, through research, writing proposal sections, recruitment, partner identification and management, and the development of past performance and qualifications statements;

Coordinate proposal/task order development both internally and externally with partners and sub-contractors;

Provide technical input and support for program design, training, workshops, and meetings;

Admin & Management Responsibilities Train, mentor, and supervise Project Associates and interns (if applicable) and delegate tasks to project team members.

Proactively engage in self-driven professional development, learning, and growth, including taking external courses, attending events, developing technical skills, etc;

Attend program-related meetings and discussions with clients, partners, sub-grantees, and other stakeholders; and write meeting minutes;

Draft PowerPoint presentations, handouts, and outreach materials;

Facilitate and manage logistics of meetings and special events;

Perform other programmatic tasks in support of the program's mission and deliverables completion as assigned, including developing and tracking monthly implementation plans;

Externally promote DT Institute, representing the organization's history, values, and standards by attending events and networking with clients and counterparts.

Education & Experience:

Bachelor's degree in related field, including International Relations, Political Science, Government, Economics, Business, International Development, or relevant work experience required; 3-5 years of project support/management experience, minimum 2 years with an international development organization;

Or

Master's degree in related field, including International Relations, Political Science, Government, Economics, Business, International Development, or relevant work experience required; 2-4 years of project support/management experience, minimum 2 years with an international development organization;

Minimum Qualifications: Experience working on winning proposals for the U.S. State Department, USAID, and other major public sector donors;

Experience in backstopping U.S. State Department projects and extensive knowledge of USG regulations and policies (including CFR/FAR regulations);

Strong verbal and written communication skills, including delivering formal and informal presentations and drafting and editing deliverables;

Strong interpersonal skills and ability to work independently and in a team;

Attention to detail; good organizational and prioritization skills;

Experience working in Sudan or other countries in East Africa is preferred;

Budget development and management skills;

Proven experience with MS Office applications;

Willingness to mentor junior-level staff;

Willingness to travel and work overseas on short-term technical assignments, sometimes at short notice;

Fluency in English;

Language ability in Arabic is desirable.
