HOUSING COMPLIANCE OFFICER 1

Purpose

The Housing Compliance Officer 1 with the City of Milwaukee Health Department provides a high level of specialized inspections and investigative service relating to intensive enforcement of lead abatement.

Essential Functions

Inspection and Enforcement

•Proactively evaluate inspection problem landlords to identify and address properties with noncompliant lead hazards in conjunction with community groups, nonprofit organizations, neighborhood groups, and other interested parties.

•Conduct escalated enforcement and process serving for citations, special administration warrants, and written orders for both municipal and circuit court.

•Meet with property owners or operators whose properties are not in compliance with the code to determine appropriate means of gaining compliance with property preservation meetings.

•Conduct lead hazard inspections in conjunction with the Office of the City Attorney, Milwaukee County District Attorney's Office, US Department of Justice (DOJ), US Department of Housing and Urban Development (HUD), US Environmental Protection Agency (EPA), Wisconsin Department of Agriculture, Trade, and Consumer Protection (DATCP), and Wisconsin Department of Health Services (DHS).

•Assist with special programs such as targeted enforcement, lis pendens, tenant retaliation, and lead disclosure rules.

•Meet with community groups, other City departments, and other enforcement agencies to discuss enforcement problems and strategies including condemnation and placarding.

•Refer building code violations to the Department of Neighborhood Services (DNS).

Reporting, Administrative, and Training

•Prepare reports and correspondence relating to enforcement activities and appeal hearings to assist Home Environmental Health (HEH) inspection staff.

•Conduct research relating to property ownership and persons with financial interest in properties to improve enforcement activities.

•Stay apprised of City, State and national codes and changes that may be adopted.

•Assist with training and mentoring MHD staff.

Conditions of Employment

The Housing Compliance Officer 1 must be willing and able to do the following:

Carry an MHD cell phone during work hours.

Travel outside the City of Milwaukee, occasionally overnight, for training purposes or for participation in meetings representing the City.

Respond to emergency or broad impact events.

Perform light physical work, including the ability to exert up to 10 pounds of force occasionally to lift and move objects, walk, stand, climb stairs, crouch, reach, and perform repetitive motions.

Withstand outdoor environmental conditions, including wide-ranging temperature variations.

The preemployment testing and medical requirements for this position include the following:

Physical test

Audiogram

Vision test

Drug test - Non-DOT

COVID-19 Vaccine Confirmation

TB Test; annually throughout employment

Hepatitis B Vaccine

MMR Vaccine

Varicella Vaccine

Minimum Requirements

1. Bachelor's degree in architecture, engineering, construction management, environmental science, or another related science degree from an accredited college or university.

2. One year of experience in lead inspection and abatement.

3. One of the following State of Wisconsin Department of Health Services (DHS) certifications at time of appointment and both within six months of appointment and throughout employment:

o Lead Risk Assessor

o Lead Supervisor

4. State of Wisconsin Department of Safety and Professional Services (DSPS) UDC (Uniform Dwelling Code) Construction Inspector OR International Code Council (ICC) Commercial Building Inspector certification within one year of appointment and throughout employment.

5. Valid driver's license at time of application, throughout the selection process, and throughout employment. Availability of a properly insured automobile for use on the job at time of appointment and throughout employment. (Private Auto Allowance May Be Paid Pursuant to Section 350-183 of The Milwaukee Code.)

Equivalent combinations of education and experience may also be considered. However, there is no substitution for the certifications as described above.

Desirable Qualifications

•State of Wisconsin DSPS UDC Electrical and UDC Plumbing certifications.

•Ability to provide interpretation in Spanish, Hmong, or another language.

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

•Knowledge of accepted practices in housing maintenance, construction, remodeling, renovation, and related trades.

•Knowledge of lead inspection and abatement best practices.

•Ability to read and interpret written materials, including laws, statutes, regulations, and ordinances.

•Knowledge of the Milwaukee Code of Ordinances (MCO) and Wisconsin DHS ordinances.

•Ability to credibly represent findings in municipal, circuit, and federal court.

•Skill in using standard computer programs such as database, word processing, spreadsheet, and presentation applications.

•Safety knowledge and situational awareness.

COMMUNICATION AND INTERPERSONAL

•Customer service skills, tact, and diplomacy to serve customers from all backgrounds professionally.

•Interpersonal skills to build and maintain effective relationships with staff, elected officials, representatives of City departments, partners from other agencies, property owners, tenants, contractors, and the public.

•Written communication skills, including the ability to prepare well-crafted, error-free written reports.

•Verbal communication skills to share information clearly.

•Ability to make effective presentations before various audiences.

•Conflict management, de-escalation, and persuasion skills.

•Ability to work cooperatively, effectively, and fairly with coworkers and residents whose backgrounds may differ from one's own.

Current Salary

The current salary range (Pay Range 7HN) is $74,365-$92,290 annually, and the resident incentive salary range for City of Milwaukee residents is $76,596-$ 95,058 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
