Summary THIS IS A TEMPORARY PROMOTION NOT TO EXCEED ONE YEAR. This temporary promotion may extended up to 5 years based on management's needs. This position is located in the National Marine Fisheries Service (NMFS), National Marine Fisheries Science Center (NMFSC), with once vacacny in Seattle, WA. Responsibilities As a Program Analyst, you will perform the following duties: Manage the Capital Investment Program with service-wide responsibility. Exercise responsibility for program level administrative management, planning/evaluating programs, promoting economy of operations, and planning/controlling a budget. Manage short- and long-range planning activities that include multi-year work plans. Develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Review programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations and that directions and schedules are accomplished in a timely manner. Draft guidance regarding program management and reporting. Work effectively across boundaries including with people in other agencies and offices. Participate in meetings with internal staff and representatives from staff agencies and industry to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules. Coordinate all aspects of the capital improvement effort. Collaborate with staff to finalize facility specification requirements. Establish contracts to provide requisite construction and change management support. Ensure leadership and staff are kept apprised of progress. Serve as a main point of contact for reshaping workspaces through capital improvements to multiple facilities. Manage construction of new facilities and updating existing research and laboratory stations. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14. NOTE: * A one year probationary period may be required. * Payment of relocation expenses is not authorized. * Relocation incentive may be authorized. * This position is in the bargaining unit. This position is covered by IFPTE Local 8 (2274). Key Requirements: Applicants must be U.S. Citizens. Suitable for Federal employment, as determined by background investigation. Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or (GS-13/14): SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or (GS-12) in the Federal service. Specialized experience MUST include all of the following: Supporting a Capital Investment Program by conducting administrative tasks, program planning, or budget tracking; Analyzing program effectiveness and efficiency, providing strategic recommendations to senior leadership for organizational improvement; and Participating in communications about program objectives, progress, or adjustments to project schedules. Education Substitution of education for experience is not applicable to this vacancy. Additional Information Well-qualified for CTAP and ICTAP eligibility includes those candidates who have been determined to exceed minimum qualifications for the position by attaining at least a rating of 85, but otherwise may or may not be among the highly or best-qualified candidates. Performance Appraisal - most recent performance appraisal showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable.
