Summary The Policy and Strategy Section seeks a detailee to serve as a Legislative and Policy Analyst positions. Legislative and Policy Analysts work on the full range of legislative, policy, and strategy work spanning the Division's enforcement of federal statutes and executive orders that prohibit, among other things, unlawful discrimination in education, employment, housing, lending, voting, public accommodations, and criminal justice. Responsibilities Detailees selected will work on a current projects that include, but are not limited to: Developing and steering Division legislative and policy proposals through clearance and approval, coordinating with the Office of Legislative Affairs and the Office of Legal Policy; and Supporting the Department's Hate Crimes Enforcement and Prevention Initiative and related work, like managing the Initiative's website (www.justice.gov/hatecrimes) and co-leading the Department's United Against Hate community outreach program with the Executive Office for United States Attorneys; Managing a working group on civil rights and artificial intelligence, developing tools and strategies for improving civil rights protections through law and policy; Coordinating quarterly outreach and engagement with stakeholders representing state and local government human rights bodies, and Arab, Jewish, Hindu, Muslim, Sikh, and South Asian community organizations; and Leading efforts to improve public-facing content, to ensure that DOJ communicates with the public in a manner that is clear, targeted, and useful. The Legislative and Policy Analyst position is responsible for the following general categories of major duties and responsibilities: Monitoring and tracking legislation, regulations, and policy, serving as a resource to CRT staff on the full range of legislative, regulatory, and policy issues, including answering procedural questions and providing status updates on legislative and policy proposals, initiatives, and projects; Researching, analyzing, and drafting legislation, regulations, and policy to advance and defend CRT equities. This includes co-leading the interagency clearance process for the Division; Designing and maintaining databases and repositories, such as websites, directories, SharePoint sites, and other methods to organize and store information related to legislative, policy, and strategy work; and Planning meetings and facilitating strategic initiatives with both internal and external stakeholders on important civil rights issues. This includes developing meeting and conference materials, presentations, and following-up with information to support the goals of the meeting or initiative. Requirements Conditions of Employment Must be a United States Citizen or National. Must have successfully passed a security/background investigation and a drug screening. Applicants must meet all eligibility requirements by the closing date of this vacancy announcement. MUST provide an SF-50, which shows type of service appointment, tenure group, grade, and salary. MUST provide a performance appraisal, dated within the last 15 months. If performance appraisal is not submitted, applicant will be removed from consideration. Under a detail assignment, there is no change to the selectee's base pay or grade level. Temporary promotions are not authorized. Qualifications This is a Non-Reimbursable Detail position and will be filled at the grade level advertised. This assignment may be ended earlier or extended, based on management's needs. This is NOT a temporary promotion and temporary promotion candidates will not be considered. Interested applicants must currently be in a non-time limited appointment in the same grade level they are applying for. To be considered for this position as a DETAIL at the GS-12 or 13 grade level, you must possess the knowledge, skills, and abilities to potentially qualify for a detail and hold the same grade level you are currently applying for. The applicant must have at least one (1) year at the lower grade level and resume MUST demonstrate: Strong analytical, organizational, and communications skills; Ability to meet deadlines under pressure; Exercise sound judgment; Knowledge of federal civil rights laws and federal policy making; and project management, is preferred. This experience must be fully supported and articulated in your resume to receive consideration. Upon completion of this DETAIL, the employee will be expected to return to their home agency.
