No Out-Of-Class Experience

DEFINITION:

Conducts investigations, analyses, and special studies of the more difficult and complex problems, plans, and programs involved in disaster/emergency preparedness.

CLASSIFICATION STANDARDS:

Positions allocable to this class typically report to a departmental manager responsible for disaster/emergency service preparation or operations and perform a full range of administrative functions supporting those operations. Incumbents must have knowledge of basic communication concepts and principles to assess and recommend on a range of departmental operational issues impacted by events such as major fires, floods, earthquakes, or civil disturbances. Maintains responsibility for building emergency/disaster preparedness plans and programs in coordination with the Department Emergency Manager.

Develops and maintains emergency/disaster procedures manuals, education materials and training for both Department-wide Continuity of Operations Program and for the building-specific Building Emergency Response Programs.

Coordinates and conducts meetings to inform departmental staff on emergency/disaster response and continuity procedures.

Gathers data needed to identify and recommend solutions to maximize effectiveness and efficiency of disaster and emergency systems.

Represent the department at Emergency Operation Centers, command post, and special events, or emergency incidents.

Reviews and Interprets policy and laws regarding emergency management and disaster response and make recommendations to on issues that would directly affect clients and staff.

Serves as a Duty Officer, answering calls after hours and is recalled to duty when necessary.

Represents the Department at various regional inter-departmental and state-wide Emergency Management meetings and committees.

Investigates, analyzes, and makes recommendations concerning the more complex disaster/emergency preparedness problems, plans, and programs involving the County and its municipalities, private industry, and the general public.

Participates in planning disaster/emergency preparedness projects and functions such as educational programs, training exercises, and other forms of preparedness.

Analyzes and interprets State and Federal regulations pertaining to disaster/emergency activities and advises County officials regarding compliance with such regulations.

Prepares reports and applications connected with Federal and State subventions for disaster/emergency preparedness planning, training, and operations.

Consults with County officials and employees concerning disaster/emergency plans and activities, including the need for provision of mutual aid.

Supervise County employees providing disaster/emergency services.

MINIMUM REQUIREMENTS:

Four (4) years of experience in a responsible administrative* or staff capacity** dealing with the investigation and solution of problems of organization, management, or coordination of governmental disaster or emergency services***.

LICENSE:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

SPECIAL REQUIREMENT INFORMATION:

*Responsible administrative is defined as  work typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation.  Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.

**Staff capacity experience is defined as work performed  in an advisory capacity to line managers to provide program and administrative support. Work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and programs and procedures for accomplishing work objectives.

*** Examples of a governmental disaster or emergency services program  are programs focusing on developing and maintaining emergency plans, protocols or processes; developing and/or providing emergency management training; coordinating staff emergency response units or support programs; coordinating or supporting program/organization crisis or disaster response,  such as the Federal Emergency Management Agency (FEMA), Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS).

DESIRABLE QUALIFICATION: Credit will be given to applicants who possess the following desirable qualifications:

Additional experience beyond the minimum requirements.

EXAMINATION CONTENT: This examination will consist of an evaluation of experience based upon the application, desirable qualifications, and  supplemental questionnaire weighted 100%.

Applicants must meet the Requirements and achieve a passing score of 70% or higher on the examination (evaluation of experience) to be added on the Eligible Register (hiring list).

Passing this examination and being added on the Eligible Register does not guarantee an offer of employment.

ELIGIBILITY INFORMATION:

The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

WITHHOLD INFORMATION: No withhold will be allowed. Required experience must be fully met by the last day of filing/at the time of filing, and clearly indicated on the application.
