Job Description

MassHire Department of Career Services (MDCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. MDCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future.

The Program Coordinator plans and provides customized direct services to businesses and their employees, throughout the business cycle, including layoff aversion services as well as layoff, plant closing and natural disaster services. The incumbent manages projects to ensure timely, organized, and successful delivery of services to constituent businesses and affected workers; analyzes employers' needs and creates customized service delivery plans in coordination with Rapid Response Coordinator III and Rapid Response Manager.

The Program Manager serves as an integral part of MassHire BizWorks by consistently promoting and marketing MassHire BizWorks programs to Massachusetts companies, chambers of commerce and professional associations. The incumbent chairs or participates in MassHire BizWorks committees and plays a role in the planning and execution of any additional MassHire BizWorks events including, but not limited to, statewide business service and MassHire BizWorks training sessions, statewide MassHire BizWorks partner agency meetings and national Business Expos. The incumbent is required to travel statewide and assist Rapid Response staff in other regions as assigned. This position requires the ability to work 24/7, including weekends, as needed.

Duties include but are not limited to:

Coordinates pre-layoff services with partner or stakeholder agencies, union officials and community-based organizations, when applicable.

Monitors and coordinates program activities. Reviews and compiles statistical data to generate Crystal reports, spreadsheets, and charts. Provides technical assistance and support to Rapid Response staff regarding program databases and interfaces. Performs analyses of demographic data, trends, and reports.

Assesses business needs to determine if the WorkShare program is a viable option. Develops and implements Rapid Response marketing and guidance materials to help businesses understand the WorkShare program parameters and guidelines.

Develops curriculum and handouts to include various languages for affected worker workshops on topics including, but not limited to: Unemployment Claim Filing Requirements; the MassHire Career Centers' Re-employment Services/Resources, Training Opportunities Program and Massachusetts Health Connector; Resume Preparation; Interviewing; LinkedIn/social media; How to Prepare for a Job Fair, and the Trade Program. Presents workshops at company sites or virtually.

Provides direct assistance to the Rapid Response Coordinator III and/or Rapid Response Manager, attending meetings as their designee or responding to telephone calls at their direction.

Develops curriculum and trains MassHire Career Center Business Service Representatives and other Career Center staff/management, as well as staff from partner agencies, on MassHire BizWorks programs and the marketing of them.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION'S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
