Job Description Summary:

Under general direction, to manage city and federal affordable housing and community development funding; develop and maintain community partnerships; provide strategic direction to funding efforts; and work collaboratively within the city and with non-profit organizations and community members to advance the city's affordable housing goals.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

Develop and implement the Department of Housing & Human Services affordable housing investment program goals, objectives, funding policies, and priorities.

Oversee and manage Housing Investment program planning, acquisition and allocation of federal and local funds; as a lead staff member for the Affordable Housing Fund, Community Housing Assistance Program and in collaboration with HHS Compliance staff for federally-funded projects.

Monitor investment program budgets and ensure appropriate use of funds, including for the programs listed above and for private activity bonds (PAB) allocations.

Represent the city Housing Investment program as necessary in public meetings; in agenda items and memos for city council, investment program committees, housing policy boards and commissions, regional collaboratives and other housing and community development agencies and networks.

Collaborate with HHS Compliance staff as investment decisions are made, to ensure efficient and effective alignment between investment goals, outcome and activities; and required compliance activities.

Contribute to coordination of Compliance processes, including providing substantial content for federal housing funding plans and reports.

Manage affordable housing and community development funding programs and projects. This includes providing: Coordination of competitive fund rounds, including issuing RFPs, screening applications, facilitating deliberation processes and collaborating with HHS administrative staff for other tasks;

Interpretation of appropriate regulatory criteria and application of such in funding decisions;

Underwriting and subsidy layering analyses, cost allocation calculations and determination of maximum subsidy limits prior to execution of contracts;

Funding recommendations to the city manager;

collaboration with partners to identify and evaluate development and acquisition opportunities;

Technical assistance in the areas of financing, property acquisition, project partnering, and planning and zoning requirements;

Negotiation of complex funding agreements and restrictions to align with funding objectives, especially permanent affordability of housing;

Analysis about emerging or anticipated issues related to affordable housing needs and strategies;

Leadership for internal city audits of affordable housing investments, including obtaining information from the HHS Finance and Compliance team.

Develop funding strategies and plans. Lead and collaborate with city staff and community partners to identify and analyze community needs.

Collaborates with the Compliance team to plan and carry out the Consolidated Plan.

Identify and analyze long-term mechanisms for and issues with maintaining permanent affordability of housing; develops approaches to ensure sustainable permanently affordable housing.

Advocate for and negotiate community-based development and affordable housing solutions.

Foster and maintain strong relationships with HHS and community partners. Act as liaison with Boulder Housing Partners, Thistle Communities and other community agencies for funding and project development.

Coordinate with the city's Human Services Investment staff as necessary to align goals and outcomes.

Collaborate with internal and external partners to evaluate and pursue new federal or state funding sources to support or expand existing priorities or address emerging community needs.

Maintain familiarity with and identify opportunities to support community agencies providing housing and services to low-income residents.

Engages and serves as a liaison to regional and state agencies to advance housing investment goals and activities. Liaison for agencies such as the Colorado Division of Housing, Colorado Housing & Finance Authority, Impact Development Fund and others.

Engages with the HOME Consortium to provide strategic leadership for investment discussions and decisions; collaboratively with the Compliance team which manages HOME administrative functions.

Other: Maintain a department-wide perspective and recommend actions that support the department's success.

Manage special projects as assigned; collaborate with other department and city staff.

Participate in and serve as a leader in department-wide strategic planning.

Model the city's values.

Work collaboratively and effectively as an inter-divisional and inter-departmental team member.

Work collaboratively and effectively as a city-wide work team member including on investment decision-making with federal funding, pandemic and emergency response coordination, and other issues directly related to human services investments, equity and community resilience.

Attend department staff, team and city meetings.

Participate in professional development trainings as outlined in annual performance review.

Commit to the city's vision and values.

Perform related duties as required by management to meet the needs of the city and those it serves.

Stay knowledgeable and up to date of trends in the field: remains aware of and is sensitive to community issues impacting the planning process.

Take proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.

Demonstrate accountability for knowing and complying with all city and department policies and procedures, providing leadership and oversight for insuring adherence to the city and department attendance and employment policies.

MINIMUM QUALIFICATIONS Ability to demonstrate administrative and organizational skills.

Knowledge and direct experience in affordable housing finance and housing development.

Have and maintain acceptable background information, including criminal and motor vehicle records.

PREFERRED QUALIFICATIONS Master's degree in Public Administration, Business, Planning, or related field.

Knowledge of and experience with federal, state, and local government organizations and private agencies.

Knowledge of and experience with HOME, Community Development Block Grant and Low Income Housing Tax Credit funding.

REQUIRED EDUCATION AND EXPERIENCE Bachelor's degree in Public Administration, Business, Planning, Housing Development or related field; equivalent of 8 years of directly related experience may substitute for the education requirement.

Minimum of four to five years professional level experience in housing, community development, planning and/or project management with progressively responsible experience managing a program working with housing and community development organizations and/or private sector.

WORKING CONDITIONS AND REQUIREMENTS

Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.

Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.

Machines and equipment used include but are not limited to the following: Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines.
