Under the direct supervision of the Program Officer for Early Learning Services. The role of the Sr. Director for Community & Family Engagement is to support improved familial outcomes through by formal partnerships with families and community partners. The Sr. Director clearly identifies partnerships that will strengthen and further the ELS programs with clear demonstrated results, particularly results that demonstrate familial success towards goals established.

Additionally, this position serves as resource to agency leadership by using data analysis to inform the agency’s mission, vision, goals and objectives. In the absence of the POELS, serves as department leader.

DUTIES & RESPONSIBILITIES:

Ensures compliance with the Head Start Program Performance Standards in the area of Parent, Family & Community Engagement

Manages existing and established as well as cultivates new partnerships within the community that supports supportive services for families or advances early childhood education through advocacy leadership

Develops, plans and executes meaningful activities for parents to ensure effective and consistent engagement all levels of the program

Assists the Program Officer for ELS with structuring and building the overall ELS division for maximum impact

Works collaboratively with the Program Officer to ensure program alignment with the agency’s Strategic Management Plan

Works collaboratively with the Business Analyst to interpret, analyze, and communicate relevant data that contributes to improved outcomes for participants and programs.

Works with supportive services to intervene and troubleshoot potential challenges to the ELS program

Ensures program compliance with all regulatory bodies for program viability and continuity without interruption

Works with Program Officer to ensure overall health and safety throughout all program options

Applies continuous quality improvement through ongoing monitoring

Targets, identifies and reports potential challenges to the overall program

Supervises, models, and mentors staff to ensure ELS provides a high-quality, appropriate, and culturally sensitive family support program

Represents the agency and program on all media platforms and the community-at-large

Possesses some knowledge of all agency programs for community collaborations and partnership building

Maintains effective communication with families and staff

Collaborates with the Program Officer for Early Learning Services and other ELS Directors (Director of ECNO and Director of ELS) to identify staff training needs and to facilitate training programs and staff supports

Oversees ERSEA (Eligibility, Recruitment, Selection, Enrollment, Attendance) to ensure compliance with performance standards for the program

Articulates the requirements of the Head Start Program Performance Standards and areas of compliance related to Parent Family and Community Engagement division

Supports the Lead Advocates to full self-sufficiency and acute knowledge of the Family Services division

Ensures that the Family Service area aligns with budgetary resources

Represents the agency in communities of practice and panel discussions on financial literacy & economic security

Creates seamless transitions and systems navigation services to families through established partnerships

Works collaboratively with the Program Officer for ELS to build an effective Policy Council (PC) and other parent committees

Collects and analyzes information for specialized reports

Participates in general program evaluation and monitoring processes

Actively participates on the multi-disciplinary team

Develops and implements short-term and long-term plans for program growth

Ensures the accuracy of data in the agency’s data system

Performs all other duties as required

Requirements REQUIRED SKILLS:

Knowledge of community social services agencies

Knowledge of federal, state and local regulations

Ability to relate effectively with parents and community

Ability to prioritize work and manage multiple tasks effectively

Knowledge of child development or experience working with young children preferred

Ability to write reports, business correspondence and procedural manuals

Ability to perform outreach and gain the cooperation and confidence of parents

Advanced skill in communicating orally and in writing, with large and small audiences

Skilled in collecting, assembling, and analyzing data, preparing complex reports, and monitoring (tracking) progress

EDUCATION REQUIREMENTS & EXPERIENCES

Master’s degree in a Human Services or related field from an accredited college or university or Education degree. Three years’ experience working with high-risk families with at least two to three of these years working in a leadership capacity; Head Start experience desirable.

JOB REQUIREMENTS:

Must be able to operate a variety of equipment such as computer, printer, fax machine, copier, calculator, telephone, audio-visual equipment, etc.

Must be able to sit, stand, walk, reach, bend and lift up to 10 pounds.

Must be able to communicate in Standard English both orally and in writing.

Must be able to give and receive information electronically.

Must be able to communicate successfully and pleasantly with school and central office personnel, students, and families.

Must be able to work cooperatively with others.

Must be able to respond positively to supervision and accept suggestions for improvement.

Must be able to understand and interpret written and verbal instructions.

Must keep accurate and up to date records.

Must comply with state and district regulations, policies and procedures.
