The Kitsap County Prosecuting Attorney is looking for a Senior Prosecuting Attorney to work in our Civil Division.

The Kitsap County Prosecuting Attorney is soliciting applications for a WSBA licensed attorney with at least seven (7) years of experience in advising and representing public agencies in civil matters.

The Civil Division Is a 10-attorney Division Of The Prosecuting Attorney’s Office That Provides Civil Advice And Litigation And Risk Management Services To Kitsap County. We Are Looking For An Exceptional Candidate To Fill a Senior Deputy Prosecuting Attorney (DPA) Position. To Be Considered, The Candidate Must Have Substantial Background

Representing public agency clients in major and complex litigation in administrative tribunals and state and federal courts;

Advising government clients on complex and sensitive issues, including public records and open public meeting laws, public bidding and municipal contracting, municipal code and policy development;

Preparing memoranda of advice and opinion, reviewing and drafting legal documents such as contracts, deeds, leases, settlement agreements, resolutions, and ordinances; and

Advising County Departments on day-to-day legal issues, assessing litigation risks, and providing briefings to County management and the Board of County Commissioners.

The position requires a minimum of seven (7) years of law practice with extensive and progressively responsible experience in municipal law. Qualifying experience may be gained through direct involvement with a municipality or through a law firm that provides legal services to local government. Also requires active membership in good standing with the WSBA.

Thorough Knowledge Of And Demonstrated Experience In

General civil law including constitutional, municipal contracting and procurement, torts, public records and open public meetings, civil procedure, and administrative appeals and trial practice. One or more areas of municipal law practice, such as land use, labor law, election laws, real property, litigation, and public contracting. The structure and operations of local government and its relationship to other levels of government and other public agencies.

Appointed positions in this classification are at-will and the incumbents' continued employment with the County is at the discretion of the elected Prosecutor. The appointment of an incumbent in a position in this classification may be revoked at any time with or without cause and without right to appeal.

Qualifications For Performance Of The Essential Functions

REQUIRED EDUCATION AND EXPERIENCE:

Graduate of an ABA accredited law school with a Juris Doctor degree.

Current license and good standing to practice law in the State of Washington.

Minimum of seven (7) years of relevant municipal or other government experience.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Criminal Conviction Standards:

The successful incumbent will or may have unsupervised access to a vulnerable adult, or a vulnerable person, or access to a secured/confidential facility or computer system(s). As a result, Kitsap County will be conducting an extensive criminal background check by law enforcement agencies, which may include fingerprinting.

Physical Requirements And Working Environment

The duties in this position are performed in an office setting, and may be required to lift at least 20 pounds.

ILLUSTRATIVE EXAMPLE OF DUTIES

Essential Duties

Assist County departments in policy and code development, including drafting code amendments, resolutions, and ordinances for adoption by the County Council.

Review and draft contracts, advising client concerning public contracting and procurement laws, interlocal agreements, and specific knowledge of terms and conditions in proposed contracts.

Provide advice and trainings to County departments on implementations of new policies and codes.

Advise and develop strategy in response to issues raised during the course of business by County commissioners, County leadership, and the public.

Respond to state legislation and advise County departments of legal requirements.

Provide regular counseling and strategic advice to County departments and management, both orally and in writing, on various facets of municipal law.

Represent the County in contested matters before administrative and judicial bodies.

Knowledge, Skills, And Abilities

In-depth knowledge of municipal law and other legal requirements that apply to governments, counties, or cities.

Excellent legal research and analytical skills.

Ability to communicate complex legal issues clearly, logically, and persuasively and adapt communication style to diverse audiences.

Ability to make clear and convincing oral presentations and in writing; effective listening skills.

Ability to exercise sound, independent judgment within general guidelines.

Ability to obtain results by carrying out assigned projects to their completion. Good organization, prioritization, and collaboration skills.

Ability to develop and maintain effective relationships with co-workers, County elected officials and leadership, other County staff, and the public.

Ability in assessing and recognizing own strengths and weaknesses to pursue self-development.

The salary range for a Senior DPA is $100,020.65 - $141,326.56 annually and placement within the salary range is at the discretion of the Board of County Commissioners. The County also offers a generous benefits package including Washington PERS retirement. Additionally, the County may consider moving and relocation expense reimbursement.

Upon completion of 3 years: 15 days per year (10.00 hours per month)

Upon completion of 10 years: 25 days per year (16.67 hours per month)

Sick Leave

All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
