Brief Description Oversees all components of public health bioterrorism and public health threat planning by applying relevant concepts, current principles and practices of bioterrorism and public health planning techniques. Applies knowledge and understanding of relationships of State emergency management and public health organizations, local emergency management organizations and health departments, as well as non-governmental agencies concerned with bioterrorism, terrorist, and health planning.Management Scope: Directly supervises two (2) employees indirectly supervises five (5) employees and oversees Community Base Organizations (CBO) receiving funds from Dallas County Health and Human Services.
Detailed Description Supervises all public health bioterrorism and public health threat response planning activities by coordinating with HHS staff and outside entities related to Strategic National Stockpile (SNS) and Public Health Emergency preparedness.Supervises staff, performs coaching, and establishes/assigns work schedules.Facilitates and participates in planning forums with various organizations, entities and groups (cities and counties) to ensure Dallas County’s level of preparedness is efficient and optimal.Oversees the components of grant application and grant compliance reporting for state and federal grants related to bioterrorism and other public health threats.Acts as contract compliance monitor for bioterrorism subcontractors and reviews implementation and progress plans and provides technical assistance as required.Establishes the project management work plan and timeline of TDH grant implementation for staff, including conducting staff meetings, project status and reviewsDevelops collaborative relationships with regional and state health partners and stakeholders to further Dallas County emergency health preparedness and response capacity and serves as Dallas County’s representative on various boards and workgroups.Performs other duties as assigned.
Job Requirements Education, Experience and Training:Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Public Health, Emergency Management, Business, or in a job related field of study. Three (3) years of professional work related experience in Urban Planning or Bioterrorism Preparedness, including one (1) year of supervisory experience.Special Requirements/Knowledge, Skills & Abilities:Must possess knowledge of local and state-level Public Health bioterrorism and emergency preparedness-related response and planning concepts, practices and statutes. Must possess excellent communication skills and ability to plan and conduct effective meetings. Ability to foster partnerships with individuals and groups on a national, state, regional and local basis. Ability to interact effectively and professionally with persons from diverse cultural, educational, socioeconomic, racial, ethnic and professional backgrounds. Ability to make public presentations and provide training. Ability to handle crises situations. Requires a valid Texas Driver’s License, with good driving record, and reliable transportation.Physical/Environmental Requirements:Standard office environment. Ability to travel to various work site locations.
