Job Summary:
Under the general direction of the Chief of Planning and Strategic Advancement, assists in the administration and direction of the Planning Department. In addition to supervisory duties, supports La Clinica’s leadership for: analytic, planning and project management services; restricted fund development; and grants and contracts administration.
Major Areas of Responsibility, include but are not limited to:
Supervisory Responsibilities:
The Senior Planner provides leadership to the Planners and Planning/Marketing Associates and assists the Chief of Planning and Strategic Advancement in managing the department.
Duties/Responsibilities:
Serves as technical and administrative resource, supervises the day-to-day activities of the planning staff; evaluates workflow and activities to assure efficiency, quality of work, and timely completion of assignments to meet external and internal deadlines; recommends adjustments to workflow and assignments to the Chief of Planning and Strategic Advancement.
Reviews and edits work of the Planning staff, assists the Chief of Planning and Strategic Advancement to maintain high standards of work products and personnel performance.
Reviews new requests for proposals and other information regarding potential funding sources; and makes recommendations to the Chief of Planning and Strategic Advancement about their appropriateness and relevance to the organization’s goals and objectives.
Monitors contract development, reporting, and maintenance process by working with the Planning/Marketing Associate to maintain contracts data base and filing system and grant reporting schedules, keeping the Chief of Planning and Strategic Advancement informed of any new developments or changes in contracts; assuring that Accounting Department, appropriate Department Managers, and executive leadership receive all pertinent contract information; ensuring that all funding agencies receive reports and any other requested information in a timely manner.
Oversees and provides direction to the Planning/Marketing Associate’s responsibilities related to site licensing and other site certifications to ensure that renewals and new applications are processed in a timely fashion and adhere to current regulatory requirements.
Collaborates with the Grants and Contracts Analysts to ensure that the Planning Department’s grantmaking and grants management practices are compliant with current governmental regulations and La Clinica’s policies and procedures and that the Planning Department successfully collaborates with the Fiscal Department in tracking grant expenditures to maximize grant revenue capture.
Cooperates with the Chief of Planning and Strategic Advancement to maintain positive organizational and internal relationships by keeping the Chief of Planning informed of the day-to-day operational activities, and internal and external issues.
Attends meetings as assigned and required.

Planning
: supports La Clinica’s planning and decision-making efforts so that the organization can fulfill its mission:
Assists La Clinica leadership in defining and attaining organizational goals by structuring undefined issues for resolution, researching issues, summarizing and analyzing information, identifying the most effective means of solving the issues, and working with relevant stakeholders to provide La Clinica’s leadership with the information needed to make sound and timely decisions.
Facilitates committees and task forces.
Manages time-limited projects.
Designs and leads internal planning processes.
Prepares presentations and papers for La Clinica’s leadership.
Collects and analyzes internal data to determine patient needs, clinical outcomes, service satisfaction, program effectiveness and efficiency; collects and analyzes external data on service area to determine community needs and program expansion opportunities.
Seeks potential funding sources to support La Clinica’s services and operations;
Works with internal and external stakeholders to design the program and budget;
Writes and packages grant proposals;
Serves as the contact person with the funder and responds to requests for additional information.
Grants/Contracts Administration:
Prepares all required grant/contract documents (such as scope of work);
Shepherds the grant/contract through the negotiation and acceptance process;
Assures La Clinica’s compliance with grant/contract reporting and other requirements;
Prepares and packages grant/contract reports; acts as a communication liaison between La Clinica and the funder;
Prepares budget revisions and requests for scope of work changes as necessary;
Coordinates funder site visits; assures that assigned grants and contracts are filed and properly maintained;
Works closely with the Fiscal department, human resources department, and program managers.
Other duties as assigned by supervisor.
Knowledge, Skills, and Abilities:
Knowledge of the principles, methods, and procedures involved in planning, organizing and directing professionals and auxiliary staff.
Advanced working knowledge of general administrative systems and workflow of a busy planning/administrative office.
Knowledge of data collection and research techniques and statistical analysis.
Proficiency in Microsoft software: word, excel, PowerPoint.
Proficiency in team building, conflict resolution, group interaction, project management, and program budgeting.
Excellent skills in complex analytic problem solving, planning, project management, change management, and group process.
Excellent written and oral skills, ability to organize and present (in writing and orally) information in a clear and concise manner.
Ability to organize and manage multiple projects and tasks simultaneously.
Ability to work under pressure and to meet external and internal deadlines.
Education and Experience:
Possession of graduate degree in public health, public administration, urban planning, public policy, or related field.
Minimum of 2 years of experience in the community health and/or human services field in which potential administrative and supervisory competence has been demonstrated.
Minimum of 2 years of experience in government and foundation proposal writing and grants/contracts administration.
Physical Requirements:
Remaining in a stationary position, often standing, or sitting for prolonged periods
Bending/lifting, pushing/pulling, adjusting, or moving objects weighing up to 15 pounds in all directions and occasionally more.
Repeating motions that may include the neck, wrists, hands and/or fingers.
Upper extremity demands: Reaching above shoulder and/or below waist.
