As a Program Analyst (DVAAP) (Recent Graduate) at the GS-0343-9, you will be part of Office of Personnel Management, Employee Services. If selected, you will be responsible for working with the Disabled Veteran Affirmative Action Program (DVAAP), partnering with the Military Spouse Program and producing content for the annual report to the President. The position also maintains the Veterans Recruitment and Employment website by updating site content through a variety of technology resources.

Due to the high number of applications we anticipate for the vacancy, this announcement will close the day we receive 100 applications or after 5 days - whichever comes first. Regardless of the number of applications, it will be open for a minimum of two days.

Duties Applies qualitative and quantitative methods to assess and improve program effectiveness and routine management processes.Researches the effectiveness of DVAAP and operations and other aspects of the veterans, military and veteran families, military caregivers, and survivors' recruitment and employment strategic plan.Presents reports to higher graded analysts and supervisors on original or ongoing analyses, evaluations, or investigations related to DVAAP.Recommends resolution of features that require a fresh approach to resolve new problems, such as evaluating changes that could result from proposed legislative or regulatory guidelines or from variations in demand for program services.

May be required to successfully complete a probationary period

This position is eligible for inclusion in the bargaining unit. The union that represents employees in this position is the American Federation of Government Employees (AFGE) Local 32.

Qualifications To qualify for the GS-9:

You must have one year experience equivalent to the GS-07 in the federal government experience: 1) providing administrative support to meet project objectives and deadlines such as drafting written materials and presentations, monitoring enrollment, or providing program data for reporting purposes and 2) providing program information and responses to requests for information from stakeholders.

OR

Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree of LL.B or J.D.

OR

Have combination of experience and education to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned,  in excess of 18 semester hours , by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify.

To meet the Recent Graduate Program Eligibility requirements, you must have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution, within the previous 2 years.

All Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.) Therefore, applicants must report only attendance and/or degrees from schools accredited by accredited institutions recognized by the U.S. Department of Education. ATTENTION VETERANS:  A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.

You will receive credit for all qualifying experience, including volunteer experience.

Additional information Successful applicants are placed in a dynamic 1 year developmental program with the potential to lead to a civil service career in the Federal Government. At the successful conclusion of this program, you may be eligible for non-competitive conversion to a Federal career or career-conditional position.

PROGRAM COMPLETION AND CONVERSION ELIGIBILITY:

Program participants may be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements.

To be eligible for conversion, Recent Graduates must:

- Complete one continuous year of work experience acquired through a Recent Graduate Program

- Complete 40 hours of formal interactive training

- Meet the qualification standards for the position to which the Recent Graduate will be converted

- Meet any agency-specific requirements specified in the Participant's Agreement

- Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.
