Responsibilities:
Manage the Department's budget, audits and research operations staff in the Oversight and Accountability Unit (OAU) assignment area.
Participate in the formulation, improvement, management and evaluation of the Administration's statewide fiscal plans, programs, and policies affecting or affected by various program areas including federal funds received for emergency response activities such as COVID-19.
Represent the Department and the Administration in high profile and critical statewide audit functions such as the State Leadership Accountability Act and the Single State Audit
Perform critical audits of various state entities as needed.
Operate independently and represent the department's Capitol Office Executive team and the Administration for all OAU Functions.
Ensure the Department develops new policies and/or revises existing policies to guarantee the goals of the Administration are carried out effectively.
Solve various budgetary problems encountered by assigned departments.
Minimum Qualifications:
CEA examinations are open to all applicants who possess the knowledge and abilities, and any other requirements as described in the examination bulletin. Eligibility to take a CEA examination does not require current permanent status in civil service.

Examination Information
The result of this examination will be used to fill the CEA Level C, Program Budget Manager (PBM), Oversight and Accountability Unit position with the California Department of Finance for a period of up to 12 months. Hiring interviews for the position will be conducted with only the most qualified candidates. The list will be superseded upon the administration of a new CEA examination for the same level. Additionally, the examination may be reopened to supplement the number of qualified competitors.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.
A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
