Job Summary:
Reporting to the Associate Director of IT Services within Financial Aid and Scholarships, has specific responsibility for leading technical operations, maintaining data integrity of all Financial Aid Student Information Systems (SIS) and SIS document records, process automation improvements and enhancements utilizing existing and new applications and software. Provide support to all units within the department. Responsible to ensure that the goals of the department are met through the timely and accurate implementation of changing federal, state and university regulations and policies while carrying out internal and campus-wide initiatives.

Work hours outside standard 8am-5pm schedule may be necessary for emergency situations.
Work flexible schedule including occasional evenings/nights, weekend and holidays to meet operational needs.

Minimum Qualifications:
-Advanced experience with financial aid software systems or enterprise student information systems operations and practices.
-Professional experience managing data including generating queries, performing data manipulation, and integrating data from multiple sources.
-Professional experience with PL/SQL and Oracle RDBMS concepts, methods, tools and environment sufficient to recommend integration or development solutions for the UC Davis mission critical SIS.
-Advanced knowledge of system integration practices including code development and migration methodology.
-Advanced organizational skills to oversee work processes and ensure quality standards are met; assign priorities and develop implementation timelines; identify risks, costs, and benefits; engage in continuous business process improvement; and manage multiple tasks with concurrent and often conflicting priorities and establish priorities in the face of competing demands.
-Skill to define, design, implement and deliver solutions in a highly regulated, mission critical environment with process, system and database controls that satisfy audit requirements.
-Professional experience showing the ability to think strategically, translate general direction into efficient problem analysis, and to create solutions that are consistent with the vision of the department.
-Experience working with data that has strict security or privacy requirements mandated by regulatory agencies or standards bodies.
-Ability to adapt quickly to changes in technology, software, or requirements.
Preferred Qualifications:
-Advanced analytic skills to analyze organizational, operational and computerized systems; to define problems and objectives; compose long-range strategic plans related to unit operations; to analyze, design and lead implementation of procedures to improve operational efficiency as systems, policies, and operational needs change; to formulate solutions.
-Advanced experience with the UC Davis Financial Aid and Scholarships data processes and job streams.
-Comprehensive and specific knowledge of the Banner SIS application and the knowledge to modify or reconfigure the systems as needed.
-Experience and skills in troubleshooting databases, testing programs, and writing efficient, readable, user-friendly reports using SQL, population selection and Crystal Reports.
-Knowledge of Financial Aid regulations at the Federal, State and University levels and the processes currently used by UCD's Financial Aid Office to ensure aid is efficiently and accurately made available to qualified students.
-Skills to develop innovative solutions and programs, attempt difficult and unfamiliar projects/ assignments and respond with flexibility to requests for assistance in problem-solving and program development and/or refinement.
-Experience leading a team of analysts or other technical staff.
-Writing skills to prepare a variety of technical and non-technical proposals, correspondence, reports, procedures and training documents.
