Strategic Management Consultant

Savvee Consulting is seeking to hire a Strategic Management Consultant to provide program support to our National Oceanic and Atmospheric Administration (NOAA) client, located in Silver Spring, MD . Candidates will play an active role in advising on project portfolio management, strategy design, and execution, as well as planning and facilitating executive-level board and committee meetings.
Essential Functions
Providing senior leadership with project, program, and portfolio management support as well as advising on all stages of the project management life-cycle for the Chief Information Officer’s (CIO) portfolio of IT projects in alignment with organizational vision, mission, goals, and objectives
Utilizing the Office of the Chief Information Officer (OCIO) SmartSheet solution to track project status, monitor metrics, advise on resource management, and assist in prioritization
Providing managers with real-time access to project status through the development of a variety of reports and dashboards while continuously identifying opportunities to improve reporting processes
Collaborating with CIO and Deputy CIO to formulate IT strategies aligned with NOAA’s Mission and objectives
Developing targeted communications on overall strategic goals and objectives for OCIO leadership
Translating strategic objectives into actionable plans, ensuring clear communication and buy-in across the organization
Coordinating and supporting executive-level; board meeting and committee meetings, including agenda preparation and minute-taking
Providing communication support to OCIO leadership through targeted messaging
Assisting in large group meeting support including logistics, materials preparation, workshopping, and facilitation
Facilitating discussions and decision-making processes ensuring that key stakeholders are engaged and informed
Providing strategic guidance and recommendations to senior leadership based on meeting outcomes and discussions
Building and maintaining relationships with internal and external stakeholders including senior executives, department heads, and external partners
Serving as a trusted advisor to the CIO and Deputy CIO, offering insights and recommendations on IT-related matters
Supporting managers with market research analysis and financial report preparation
Liaising between the OCIO and other departments within NOAA to foster collaboration and alignment
Developing and implementing key performance indicators (KPIs) to measure the effectiveness of OCIO-wide initiatives and investments
Advising on and assisting in executing continuous improvement of program management systems and frameworks
Ensuring alignment of IT with business requirements and services according to IT regulatory criteria and best practices
Providing support for incorporating customer, employee, and user experience best practices into OCIO products and services in the application of OMB Circular No. A-11 Section 280
Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client
Demonstrating a commitment to quality and customer support
Required Education & Training
Bachelor’s Degree
Minimum Experience & Skills
Ten years or more of professional experience
Five or more years of executive administrative support experience
Excellent written and verbal communication skills
Excellent attention to detail
Desired Experience/Certification & Skills
Familiarity with Smartsheets
Familiarity with the Google Suite of products
Portfolio management experience
Strategy design and development experience
Project/Program management certification

Pay: $130,000.00 - $135,000.00 per year
