Project Manager-ORCA (term-limited)

Salary range is $65k to $150k, with a midpoint of $105k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a term-limited position of 36 months, with an anticipated duration/term of hire from January 1, 2024 - December 31, 2027

GENERAL PURPOSE:

This position performs project management and business analysis duties that contribute to the product lifecycle and operations of the ORCA fare collection system, launched in 2022.

Under general direction, plan and lead design, development, and implementation of new features to the ORCA system; work closely with business stakeholders and customers to understand their needs and challenges, then use that understanding along with our product strategy to deliver meaningful value to our customers; Leads ORCA Agencies in the confirmation of existing and development of new business rules, processes, policies, and use cases. This position requires a strong communicator that is able to build consensus amongst a diverse range of people.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and be required to perform additional, position-specific duties.

Manages ORCA related projects from scope development through project closeout and handover to operations. Develops project plans to be shared with stakeholders, vendors, and other ROOT staff members.

Ensures all projects are delivered on-time, within scope, and within budget while maintaining quality.

Facilitates regional multi-agency and multi-vendor workshops and committees to define project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.

Collaborate with business stakeholders and end-users to analyze needs and align product roadmap to strategic goals.

Drive the product and business planning processes for cross-functional and intra-agency teams.

Performs business analysis in support of regional ORCA new projects and major system enhancements. Will require understanding the ORCA system integrations, complex system business rules and agency policies and business processes from all participating agencies.

Analyze customer needs, current market trends, and potential partnerships.

Collaborates directly with ORCA partner agency staff to analyze business processes as it relates to implementation and operation and translate to ORCA system requirements.

Supports the task order/change order process and manages the relationship with stakeholders to clarify specific requirements. Stakeholders include other members of the regional ORCA team and subject matter experts from all agencies in the ORCA region.

Develops recommendations for critical processes in collaboration with functional, operational and technical partners.

Maintains up-to-date documentation of business processes, business rules and manuals. Continuously evaluates and refines business processes and rules to improve efficiency and effectiveness.

Displays proficiency in oral and written business communications and the ability to synthesize and articulate summary points from complex data and information. Provides regular updates ranging from weekly/monthly status of projects both in writing and verbally.

Provides training to staff, partner agencies and others as appropriate.

Provides support to the participating ORCA agencies and management or their delegates on matters as directed.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor’s degree in Business Administration, Project Management, Engineering, Information Systems, Communications, Public Administration, or closely related field and four years of experience such as: project administrator, project coordinator, project manager, business analyst, business process analyst, project analyst, systems analyst, or project engineer; Or an equivalent combination of education and experience.

Required Knowledge and Skills:

Processes, procedures, and practices of project management and business analysis.

Knowledge of agile product development methodology, including Agile and Lean methodologies, techniques, and management tools.

MS Office including SharePoint and experience of two years which must have been acquired within the past five years.

Utilizing personal computer software programs including SharePoint, Microsoft Office, Visio, JIRA, and other project/product management tools.

Sound judgment, high level of confidentiality and the ability to escalate issues when necessary.

Strong experience managing and leading change within an organization.

Strong facilitation skills including conflict management, issue resolution, brokering agreements, and removing roadblocks.

Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

Strong attention to detail.

Independent judgment, personal initiative, and resourcefulness.

Working effectively under pressure, meeting deadlines, and adjusting to changing priorities.

Strong oral and written communication skills for various individuals ranging from Agency employees, consultants, contractors, the general public, elected officials, community leaders, and local and state agencies.

Presentation development and public speaking skills.

Pertinent federal, state, and local laws, codes, and regulations.

Preferred Knowledge and Skills:

Knowledge of various payment systems, methods (credit/debit cards, digital wallets, ACH, etc.), and industry standards.

Familiarity with public transportation systems, ticketing solutions, fare collection methods, and transportation regulations.

Familiarity with payment processing technologies, APIs, encryption, and security protocols.

Ability to analyze data and trends to make informed decisions and optimize payment processes.

Familiarity developing prototypes or mock-ups to visualize and validate solutions.

Knowledge of testing methodologies, test planning, and quality assurance practices.

Knowledge of deployment processes to ensure smooth software release cycles.

Physical Demands / Work Environment:

Work is performed in a standard office environment.
