Manager Construction

Provide management and oversight for planning, design, and construction of bond related construction projects, renovations of existing facilities, and additions to existing buildings, including working with architects, engineers, consultants, and contractors. Review bids, pay applications, contractor selections and make recommendations as needed. Ensure all necessary permits are obtained. Verify that work completed complies with District standards, building codes, local, State, and Federal laws and that all work supports the mission of the district.

This position is funded by a Lewisville ISD Bond Referendum and is for the direct support of the construction projects. The term of employment is directly tied to the duration of the bond program and associated projects as well as the continued need for project oversight and management in support of the projects.

Minimum Education/Certification

• High School diploma or GED required.
• Bachelor's degree in construction, architecture, or engineering related field is preferred.
• Valid Texas Driver License

Special Knowledge/Skills/Experience

• 2 years of experience in school construction project management preferred.
• 5 years of experience in commercial construction project management preferred.
• Knowledge of project planning and construction principles.
• Knowledge and understanding of architectural projects from inception through completion with an emphasis on working knowledge of implementing design from concept through construction.
• Knowledge of construction types, delivery methods, and the advantages of each in an educational setting.
• Expertise in the development and implementation of construction projects within designated budgets and time frames.
• Strong project management skills with knowledge of facility management principles preferably in an educational setting.
• Ability to read blueprints, schematics, specifications, shop drawings, and submittals.
• Applicant should have a good working knowledge of commercial construction, maintenance, and grounds care.
• Experience with the construction inspection, permitting, and certification processes.
• Knowledge of mechanical and electrical design and installation
• Strong planning skills, organizational skills, communication, and interpersonal skills.
• Ability to adapt department to a changing work environment and to continuously improve operations.
• Possess a positive customer service attitude.

Major Responsibilities and Duties

• Oversee construction and renovation projects and report as to quality and schedule.
• Manage and monitor project development to ensure meeting project goals, District standards, and code compliance.
• Oversee the planning and design process.
• Assist with the preparation and development of construction budgets and progress schedules and ensure the project stays within both through the completion of the project.
• Assist in cost estimating of construction and repair projects, including labor, materials, and other related costs. Compile quotes and review cost estimates from outside architects, engineers, and contractors as needed.
• Assist with the preparation of bidding documents, including notice and instruction to bidders, drawings, and specifications.
• Assist with the evaluation of formal bids and make recommendations for the awarding of contracts for School Board approval.
• Maintain active drawings and other construction records.
• Coordinate and conduct administrative and personnel duties as necessary.
• Coordinate transition of building operation from general contractor to District upon acceptance of a facility.
• Track and maintain warranty repairs and documents. Record and report all warranty items and make final warranty check in conjunction with Facility Services prior to end of warranty periods.
• Track and answer Requests for Information (RFI) and review submittals and shop drawings for conformance to the construction documents and District standards.
• Verify payment application data is accurate.
• Review contract documents.
• Work with Facility Services staff for troubleshooting and problem solving.
• Inspect existing facilities and make recommendations for improvements as needed.
• Maintain a working knowledge of word processing and CAD applications.
• Understand and work with municipal jurisdictions for adherence to local codes and ordinances.
• Perform any other duties assigned.

Mental Demands/Physical Demands/Environmental Factors

• Frequent districtwide travel; occasional prolonged and irregular hours; work indoors and outdoors to conduct on-site inspection of all facilities and construction projects
• Work around machinery with moving parts; work on ladders or scaffolding.
• This is a performance-based position in direct support of the success of the LISD Bond construction projects. As such, the successful candidate is expected to prioritize and visit the job sites when the project schedule dictates including key installations.
• Work with standard office equipment including computer, and peripherals, vehicles, personal computer. CAD and construction project management software.
• Prolonged sitting; occasional kneeling/squatting, bending/stooping, pushing/pulling, and twisting.
• Repetitive hand motions; frequent keyboarding and use of mouse; occasional reaching, climbing stairs/ladders, and overhead reaching; frequent driving.
• Frequent light lifting and carrying (less than 15 pounds)
• Work inside in office environment; occasional work outside, on slippery or uneven walking surfaces; occasional exposure to extreme hot and cold temperatures, dust, electrical hazards
• Maintain emotional control under stress, work with frequent interruptions
