Position Summary
The Project Manager is usually an individual contributor in a specific area of expertise and is accountable for professional functions and/or systems. Work at this level requires substantial knowledge in an area of specializationand both conceptual understanding and sufficient professional experience to work on complex assignments with minimal supervision. These assignments typically require originality and creativity in applying the knowledge and concepts of the area of specialization.
The Project Manager is responsible for managing and monitoring project activities; identifying and responding to our funders and contractors needs; and facilitating contracting processes. The Project Manager will perform a wide variety of complex technical, management, financial and administrative tasks. The Project Manager must demonstrate a strong background in project management, administrative, and financial management principles and practices, including managing governmental contracts and procurement. The Project Manager will support overall project governance and direction. Duties shall focus on project activity, team organizational management and fiscal monitoring, control, team integration, change integration, and corrective action as needed.
The Project Manager will report to a Director or Senior Director. Work at this level requires substantial knowledge in the designated area, with both the conceptual understanding and sufficient professional experience to work on complex assignments with minimal supervision.

Position Specific Duties
Establishes and maintains systems to monitor and streamline end-to-end process of grant and contract development, implementation, invoicing and close out.
Monitors grant/project and contract deliverables and timely expenditure of project finances in alignment with program activities and goals.
Liaises with grants management, finance and accounting departments to develop project management policies and procedures and clarify roles and responsibilities.
Provides technical and capacity building assistance to internal customers for effective operational and management of NACCHO awards.
Supports project budget management, forecasting and tracking in accordance with project work plans.
Supports roll-out of R&E Requests for Applications (RFAs) and Request for Proposals (RFPs) to ensure all necessary information and guidance for scope, budget, and compliance.
Holds quarterly project review to ensure projects are meeting the set outputs and goals, adhering to budgets and work plans.
Supports the strategic planning of the R&E team.
Collaborates with other NACCHO project managers to ensure alignment of NACCHO policies and procedures across the organizations.
Represents NACCHO at external project meetings related to their designated area of work.
Assists the Director/Senior Director in other matters as assigned. This may include supporting the design of team organizational and management systems and processes.
Education/Experience/Skills
Bachelor's degree and certification in relevant professional field with a minimum of 5-7 years relevant work experience; or equivalent combination of education and experience, including a relevant certification. Masters degree in a relevant field preferred.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Ability to write routine reports and correspondence.
Ability to speak effectively before groups of customers or employees of the organization.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportion, percentages, area, circumference and volume.
Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
Spreadsheet and Word Processing software experience required.

Salary Range: $79,040 - $83,970
