Description of Job

The Work Unit:

This work unit exists to provide technical support and research capabilities for the Air Pollution Control Division (APCD) in context of the State ambient air quality network, private corporation air monitoring sites, and special studies. Collect, verify, analyze and write reports from air quality data and distribute it to other government agencies and the public. Audit, evaluate and modify the air monitoring network. Provide technical support to other government agencies, industry and the public. Design, develop, screen and implement new air monitoring technologies and methodologies. Sustain quality assurance of gaseous and particulate air monitors in the network and monitoring data.

What you will be doing

This position exists to provide quality assurance for the ambient air monitoring data collection programs, support the field staff by providing scientific and technical expertise when problems are encountered, and validate the final data product the Technical Services Program submits to the US EPA’s national AQS database. This position assures that the Federal and State law, regulations and guidance (in accordance with the Clean Air Act) are adhered to by performing system, site, analyzer, and data evaluations. This position functions as a staff level scientist that works as an integral member of the QA analyst group that applies the scientific method, theory, and principles in the development and implementation of air quality research projects. Research project support can include the design of the research project elements and the acquisition, validation, statistical analysis and reporting of the air quality data. The acquisition of air quality data can further include the auditing of the other units’ gaseous and particulate analyzers; the maintenance and repair of sophisticated analytical equipment, calibrating and auditing instruments; maintenance of primary laboratory standards and certification of field standards; and the configuration of data acquisition systems. Also included are 1) development, configuration and implementation of new technologies in both the field and laboratory environments; 2) maintenance and development of database applications to track inventories and network changes; 3) planning, organizing, writing, reviewing and publishing of program scientific reports and standard operation procedures; 4) performance of ad hoc statistical analysis send reporting of air quality data as needed; 5) backup support for performance of field calibrations and monitoring site maintenance; 6) provide technical support to the other Technical Services Program monitoring units by recommending systemic changes to improve upon the quality and efficiency of data collection; 7) provide training and guidance on any and all of the above mentioned duties to new and existing staff members. This position is operating at a fully independent/operational level.

Job Duties:

Statistical Data Analysis

Determines validity of data collected. Independently perform data analysis, hypothesis testing and reporting of scientific findings, using the application of theory and scientific principles in support of air quality research projects and federal and state grant deliverables. This position may require the training of other staff members on how to use statistical software.

Technical Writing

Responsible for contributing to and writing technical documents. This requires research and interpretation of scientific literature, manufacturer manuals, federal monitoring guidance, and federal regulations in order to recommend changes to project design elements through the implementation of new and emerging monitoring technologies and/or procedures. As part of a team of scientists or under the direction of a senior staff scientist, this position will assist in designing, testing, constructing and implementing new air monitoring technologies and/or modifying existing air monitoring equipment for specialized or new sampling requirements and providing documentation of these new technologies. This position will also write annual data and network summary documents required by EPA to be published for the public.

Database Development, Data Handling, and Documentation

Participates in data collection, data validation and data storage processes to assure adequate and accurate information is being sent to the National EPA AQS Database system. This position will maintain, troubleshoot problems with, and upgrade databases as needed.

Perform Technical System and Operational Audits

Independently evaluates the performance of instrumentation, station safety, site operators and other TSP field and data handling staff by performing site inspections, analyzer audits, document review, data review, and safety inspections. This position also helps support large scale Technical Systems Audits (TSA) and Laboratory audits that are performed periodically on subcontracted entities. This position also provides assistance with training needs for new or existing staff within the Quality Assurance unit and the gaseous or particulate units.

Maintaining Primary Standards and Certifying Field Standards

Responsible for maintaining NIST certification traceability of TSP primary and secondary laboratory standards. Perform annual certifications on field standards by making comparisons to the primary standards. Troubleshoot and repair field equipment that does not pass certification.

Other Duties as Assigned

Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Ability to utilize the scientific theory of operations and apply logic in both measurement and test equipment, including computers, in the application of troubleshooting techniques

in the repair of faulty equipment or sampling systems,"

Ability to assist in designing, testing, constructing and implement new technologies,

Experience in the use of spreadsheets and simple computer models to characterize and predict air quality response to environmental stressors,

Ability to configure analog and digital communication protocols for analyzers, data loggers, and telemetry systems,

Ability to perform descriptive & inferential statistics including and trend analysis,

Ability to multi-task, embrace ambiguity, understand organizational dynamics, recognize trends and identify systematic approaches to solving problems,

Advance experience working with Microsoft (Word, Excel, Access, Power Point) and statistical software,

Ability to create schematics for instrument configurations,

An understanding of the theory of operation behind CO, SO2, O3, NOx, NOy, meteorological, and a wide variety of both filter-based and continuous particulate ambient air instruments,

Knowledge of federal air quality standards and regulatory ambient air monitoring requirements,

Fundamental understanding of how NIST traceability works and why it is important.
