Description
ECC is seeking a Project Manager for our Environmental group. Due to the nature of this position, we are open to candidates living in the US Mainland, ideally near an ECC office. This Project Manager - Environmental position is primarily responsible for managing the activities of designated projects to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters. Furthermore, the position requires a solid understanding of and experience with performance-based project management, including scope, schedule, and budget balancing, risk mitigation, and finally risk/reward identification and implementation. Experience with both CERCLA and RCRA is required, as is experience in multiple USEPA regions and/or States, and the ability to support CONUS environmental remediation and performance-based programs. In this position you will:
Plan and direct activities of designated project to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters
Review project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project
Establish the work plan and staffing for each phase of project
Arrange for recruitment or assignment of project personnel
Confer with project staff to outline work plan and to assign duties, responsibilities, and scope of authority
Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget
Review status reports prepared by project personnel and modifies schedules or plans as required
Prepare project reports for management, client, or others
Confer with project personnel to provide technical advice and to resolve problems
Coordinates project activities with activities of government regulatory or other governmental agencies
Manage supervisory responsibilities in accordance with the organization's policies and applicable laws
Establish and expand relationships with new and/or existing teaming partners
Support other Project and Program Managers in developing business with existing and new clients, including commercial and industrial targets
In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position
Requirements Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
Ability to work with company cost tracking (EZ TRAC/ Cost Point) and accounting system
Ability to define problems, collect data, establish facts, and draw valid conclusions
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
Proven ability to implement programs to address complex needs and problems
Capable of communicating with persuasiveness and exercise effective negotiation techniques as needed
Skilled in interfacing with executive management to obtain support and required resources
Competent in using Microsoft Office products, email systems, and Windows
Ability to develop, maintain, and effectively communicate project schedules. Includes the development of Network diagrams. Also, need to be able to use both Primavera and Microsoft Project scheduling software
Ten years of working knowledge of applicable federal, state, and local environmental law regulations, and guidance as they apply to the region specified in the solicitation
Five years of successful project management experience with emphasis on management of costs, schedule, risk, communication and application of other project resources, primarily in support of performance-based acquisitions and remediation projects.
Education: This position requires a Bachelor's degree in engineering, geology, chemistry, or science discipline. A Master's degree is preferred, but an equivalent combination of education and experience may be substituted for this secondary requirement. Furthermore, a professional license (i.e., PG, PE, CHMM) consistent with the candidate's degree and/or a Project Management Professional (PMP) certification is required . However, in the case of a scientific discipline that does not correspond to an established license (i.e., a Bachelor's degree in Biology, Environmental Science, etc.), the demonstrated ability to obtain such a license or certification (i.e., CHMM) within 2 years of hire may also be considered.
Additional Preferred Qualifications: As noted above, an advanced degree is preferred, but not required.
40-hour HAZWOPER, 8-hour HAZWOPER supervisory and 8-hour HAZWOPER annual refresher training
Experience with emerging contaminant characterization, cleanup technologies, and practical applications

ECC targeted salary range for the US average is $106,730 to $131,075.
Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
