SALARY: $102,024.00 - $168,204.00 Annually
CLASS DESCRIPTION
The Baltimore City Health Department (BCHD) is seeking a Clinical Health Director to oversee and manage the BCHD Adolescent & Reproductive Health (ARH) and Immunization Services (IZ) clinical operations. This position will lead the ARH and IZ clinics. The Clinical Health Director will ensure that the clinics are responsive to population needs, meet funding requirements, and coordinate service delivery. The position will be expected to establish and maintain excellent relationships with community counterparts and partners. Typical duties and responsibilities will be, but not limited to, the following.
ESSENTIAL FUNCTIONS
* Provides direct out-patient reproductive health care services to 20-25 clients per week, including provision of contraceptive methods, pregnancy testing and referral, STI diagnosis and treatment, and referral for other acute and chronic illnesses. Contraceptive methods include insertion and removal of intrauterine devices and hormonal subdermal implant, which are minor surgical procedures performed with local anesthesia.
* Provides in-room medical consultations on medically complex cases to nurse practitioners and clinical nurse midwives.
* Collaborates with outside clinical colleagues and clients' primary care providers in order to support coordination of care.
* Maintains appropriate licensure, national board certification, CDS, and DEA.
* Serves as Medical Director for the ARH and IZ programs.
* Completes annual review of clinic protocols and standing orders.
* Trains and supervises clinical staff, including nurse practitioners, clinical nurse midwives, community health nurses, in order to ensure standards of care consistent with national and state practice guidelines.
* Trains and monitors clinicians in coding for billing purposes.
* Performs hiring, credentialing, and evaluation of clinical staff.
* Provides clinical lead for medical care services in various programs, bureaus, or divisions in the Baltimore City Health Department (BCHD).
* Provides clinical consultation and occasionally (2-3 weeks per year) after-hours call for BCHD Acute Communicable Disease, Emergency Preparedness, School Health, STI services, MCH's Fetal and Infant Mortality Review (FIMR), Teen Pregnancy Prevention Initiative (TPPI), and BabyStat.
* Participates in reviewing and/or developing city or state legislation appropriate to the program's needs.
* Determines new clinical priorities, policies, and protocols, congruent with that of national professional organizations, and federal and state guidelines.
* Develops and monitors continuous quality improvement (CQI) measures congruent with the departmental directives, prepares reports.
* Arranges or provides continuing education appropriate for the program's needs. Provides clinical lead and consults with ARH subrecipients and collaborative partners.
* Performs annual ARH subrecipients site visits to ensure compliance with state and federal clinical and administrative practice recommendations.
* Serves as laboratory director at all ARH clinical sites and ensures regulation compliance and proficiency.
* Assists in overseeing clinic operations, including clinician and client scheduling, client flow.
* Provides direction for BCHD clinician and insurance credentialing, liaison with insurance companies, monitor BCHD clinician insurance credentialing.
* Serves as ARH lead in transition to Electronic Health Record (EHR).
* Determines ARH clinical research direction, collaborates with local institutions and funding organizations, serves as co-principal investigator.
* Responsible for oversight of and assists in implementation of local and federally funded reproductive health care and HIV-prevention initiatives.
* Serves as co-principal investigator for a federal Title X research grant.
* Attends various interdepartmental and external meetings, including those required by funding organizations.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION - Possession of a degree in medicine from an accredited college or university and two years of experience as a licensed physician including one year in community health work or in public health.
OR
Possession of a Nurse Practitioner Licensure from the State of Maryland and possession of a master's degree in nursing or nursing doctorate from an accredited university and three years of experience as a licensed Nurse Practitioner including one year in community health work or in public health
AND
EXPERIENCE- Have three-five years of experience providing strategic direction and management of large health projects or advanced degree in public health or health administration or a related field. Experience working in community health, immunization, or COVID-19 response. Strong understanding of and sensitivity to Baltimore City communities and experience working with diverse populations.
OR
EQUIVALECIES- A master's degree in public health from an accredited college or university may be substituted for one year of the required experience.
LICENSE: A license to practice medicine in the State of Maryland is required.
A Nurse Practitioner licensure from the State of Maryland is required.
NOTE: Those eligible candidates who are under final consideration for appointment to this position will be required to submit to drug and alcohol testing and criminal background check.
