Job Description:

Keish Environmental is seeking a self-motivated, enthusiastic individual to join our team as a General Construction Inspector. This mid-level position works alongside our clients, both in government and the private industry, to provide technical inspection of projects under construction or under alteration to ensure adherence to contract documents, plans and specifications.

In this role, the candidate will independently inspect large-scale public agency infrastructure projects in a fast-paced and rewarding environment. Our clients rely on Keish staff to fulfill their project needs for timely construction compliance documentation, including knowledge of the statewide Construction General Permit for stormwater.

This position is a FULL-TIME, ON-SITE position (in office or in the field) in the San Francisco Bay Area, CA. The employee will be required to travel to work sites to attend meetings, conduct inspections, and advise the client, as needed – approximately 95% of the time (5 days/week). The remaining time will be spent working in a client-assigned office in the region. This is not a work-from-home position. Inspection is driven by the project, and while typical Monday-Friday work schedules are the norm, work will be required on weekends, swing shift, and nights depending on the contractors established work schedules and shifts.

Relocation assistance will not be available for this position.

You must have a valid United States driving license and 5+ years of a clean driving record, defined as, “ A clean driving record is one without any accidents, moving violations, or application of points as assigned in the California driver's record system.”

Knowledge and Abilities

Knowledge of: Materials, methods, and processes used in the construction of wood, steel frame, masonry, and concrete buildings; the work of various building trades; various codes and safety orders applicable to building construction; methods of mixing, placing, and curing plain and reinforced concrete; mortar and grout mixes; forms and shoring; methods of steel frame erection and reinforced concrete construction; nature of soils and soil compaction techniques; plumbing, heating, ventilating, air conditioning, and electrical work.

Ability to: Detect poor quality building material and workmanship utilizing visual inspection with knowledge of industry standards, code requirements, and test results; read, understand, and detect deviations from plans and specifications by inspection; perform and interpret results from field tests; calculate material quantities; analyze situations accurately and take effective action; keep records of time and materials; prepare correspondence and write clear and comprehensive reports.

Other Characteristics: Keenness of observation and physical endurance/stamina (ability to twist, turn, stretch, reach, climb, pull, and sit and stand for long periods of time – a comfortable full range of motion, and to carry weights of up to 30 lbs.).

Duties:

1. Under the direction of a Resident Engineer, independently perform detailed technical inspections of buildings and infrastructure facilities under construction or alteration; and to do other related work.

2. Overseeing and managing the construction technical inspections projects of varying complexity. Our clients include local, state, and federal governmental agencies, in addition to private industry (light commercial, heavy industrial, infrastructure). Specific responsibilities include:

Makes detailed continuous inspections of building projects and related facilities in the process of construction or alterations;

Performs construction inspection, quantity calculations, checking grade and alignment, materials, sampling and control, labor compliance interviews, traffic control review, and assures compliance with project plans and specifications.

Confirms and keeps records of time, materials, and number of craftspeople of various trades used in construction;

Takes samples of construction material for testing and conducts field tests;

Detects and reports on deleterious soil conditions;

Checks layout lines and levels;

Keeps a daily diary of conditions and happenings during the progress of the work;

Confirms information and quantities required for monthly payments to contractors

Prepares quantity calculations, records, reports, and correspondence related to construction project activities;

Makes inspection reports on the quality of materials and workmanship of construction;

Inspects and monitors of Storm Water Pollution Prevention Plans (SWPPP)/Best Management Practices (BMP) compliance

Maintain an awareness of safety and health requirements and assure compliance with applicable regulations and construction contract provisions for the protection of the public and construction project personnel.

Monitors construction environmental compliance in the field, including noise, vibration, dewatering, spill management, erosion/sediment control, air emissions, etc.

Conducts on-site measurements as needed.

Reports on incidents and issues at site.

Documents all aspects of construction and operations processes, materials, trades information, data, and events on project sites;

Prepares correspondence and reports as required;

Identify actual and potential problems associated with the construction project and recommend sound engineering solutions in a timely manner;

Must drive from one site to another site, and on larger sites, drive from one area to another area within the site to perform the above duties.

Assist in the preparation of final As-Built plans/red lined drawings and reports throughout the work so they are ready at the completion of construction

Knowledge of computers, computer applications, and computer software programs such as Microsoft Office (Word, Excel, PowerPoint, and others); Critical Path Method (CPM) software such as Primavera Project Planner (P3, P6) and SureTrak, or any updated version, as a minimum; Scheduler Analyzer Pro; and Microsoft Project

Identify, track, and communicate process improvements, wherever appropriate

3. Other duties as required by the position and as directed by the supervisor.

Minimum Qualifications:

Experience:  Must have at least one of the following -

A documented minimum of four (4) years demonstrated experience in construction inspection of highways or major public works projects as an architect's, engineer's, or owner's representative in the full-time technical inspection, supervision, or management of building construction work

Four (4) years of experience as a construction superintendent on infrastructure highway and major public works projects with responsibility for several crafts.

Education: Must have at least one of the following -

Equivalent to graduation from college with major work in engineering or architecture. Two years of education equivalent to completion of a curriculum beyond the 12th grade in either (1) engineering which includes courses in trigonometry and algebra or higher, drafting, computer science, and physics, chemistry, or a comparable physical science; or (2) surveying which includes courses in trigonometry and algebra or higher, drafting, surveying, and computer science

Graduation from a four-year curriculum in civil engineering accredited by the Accreditation Board for Engineering Technology (ABET). Possession of a valid certificate as an Engineer-in- Training issued by the California State Board of Registration for Professional Engineers, Land Surveyors, and Geologists, or issued by another jurisdiction and accepted by the California Board in lieu of the first division of the examination as an engineer may be substituted for the required education.

A master's or doctorate degree in a civil engineering curriculum from a college or university that has a baccalaureate degree program in a civil engineering curriculum which is accredited by the Accreditation Board of Engineering Technology (ABET).

Certifications: Valid Construction General Permit Qualified SWPPP Practitioner (QSP) certification preferred (along with underlying credential of CESSWI, CPESC, etc);

Other:

Experience completing comprehensive site inspection and monitoring forms.

Must be able to read construction plans, specifications, estimates, site analysis diagrams, laboratory analytical reports, and geotechnical schematics.

COVID-19 vaccinations required (medical or religious exceptions granted).

Possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles and a minimum of five (5) years of a clean driving record.

Perform physical labor and movement, including standing, climbing, sitting, and/or lifting. Able to physically transport 20-50 lbs. on a consistent basis.

Background checks required.

Preferred Qualifications, Skills, Experience:

Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers, Land Surveyors, and Geologists.

Possession of a certificate in general building construction, inspection, or code enforcement from the: American Construction Inspector's Association; International Conference of Building Officials; Office of Statewide Health Planning and Development; CMAA, other similar association or regulatory governmental organization; or current registration as an architect or engineer (civil, structural, mechanical, or electrical).

A resume showing progressively responsible experience in construction inspection, sampling and testing.

Ability to adaptively manage project and schedule changes.

Highly organized and motivated self-starter with a demonstrated track record of successfully managing and completing multiple concurrent projects.

Effectively work independently and with a diverse project team.

Enjoy learning and sharing knowledge with others for the success of the company.

Have a keen attention to detail.

Be flexible and able to work with a variety of topics and tasks. Proven ability to perform in a high volume, time sensitive/deadline environment with a track record of dependability.

Strong technical reading, writing, and reporting experience related to understanding sampling data and engineering drawings, construction specifications, and technical reports
