These three positions are full-time limited, working on Mayor Ginther's project initiative described below.

ABOUT

This is one of those rare opportunities to be part of something bigger than yourself. The City of Columbus is assembling a safety technologies project management office to support Mayor Andrew Ginther’s priorities for community safety, our city’s first responders, and the city’s investments in its Police, Fire and 911 capabilities.

We seek talented, experienced senior technology program and project management professionals to join our team. We have three positions available each with a particular focus – public safety campus and real time crime center projects; Fire, Police and 911 projects; and safety technology acquisitions, licensing, and contracting projects.

If you have experience, skill and ease with projects of high importance and interest; assessing and resolving complex situations and needs involving multiple stakeholders and interests; planning and managing complicated, sensitive projects; and speaking and writing for large, diverse audiences, let’s talk.

THE PUBLIC SAFETY PROJECT MANAGEMENT TEAM

Mayor Ginther prioritizes community safety and addressing crime differently alongside investments in proven safety strategies. Public Safety technology investment has doubled in four years and continues to grow. We are building a team to work closely with Fire, Police and 911 project owners and the city’s central technology department to support safety data and technology improvement efforts.

We seek those who have expertise in data and technology program and project management and acquisitions. This is an opportunity to help build and shape the program from its inception.

Duties include:

• Acting as a key point of contact with Fire, Police and 911 project owners.

• Developing and managing client, vendor and stakeholder relationships.

• Supporting project owners in helping scope project priorities, including technologies, data, staffing, funding, time, and policy.

• Managing projects successfully from inception though implementation, including needs, planning, architecture, integrations, scheduling, progress reporting, specifications, adoption or acquisition, and implementation.

• Coordinating stakeholder needs, interests and representation.

• Tracking and reporting progress and identifying and mitigating issues, risks and outstanding items.

• Where adoption of an existing solution is not viable, supporting acquisition by managing need analysis, solicitation development, evaluation, negotiation, licensing and contracting with close coordination with owners, funders, buyers, providers, systems administrators, and legal counsel.

Under general direction, is responsible for the management of difficult and complex information technology projects and/or the direction of staff engaged in researching, designing, managing, and implementing Enterprise information technology projects; performs related duties as required.

Examples of Work

(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)

Supervises information technology project management staff to include conducting performance appraisals, approving leave requests, and recommending disciplinary action;

Manages the complete development, planning, and implementation process of difficult and complex information technology projects of which have an increased impact and risk factor for users and may span multiple City departments;

Directs the enterprise project management staff to ensure that organizational guidelines and policies for monitoring changes to business structures and processes within departments across the City are being met;

Provides guidance and consultation to enterprise project management staff with regard to the technical aspects and administrative constraints of projects in order to meet City objectives;

Directs the development of information technology projects using scientific analysis to predict and measure outcome and consequence of design;

Advises Department of Technology staff and other City department and division representatives on the status, progress, and projected completion dates;

Oversees and monitors the performance and progress of information technology projects to ensure timely completion and conformance to the Department of Technology's goals and objectives;

Develops and implements Departmental policies, procedures, and standards to be applied towards the design, selection, integration and implementation of information technology projects;

Monitors City contracts with service providers responsible for assisting the City with the design, selection, integration and implementation of Enterprise information technology projects;

Keeps the Director informed of all situations relating to or impacting successful completion of information technology projects;

Attends state, regional, and national conferences, as required, to gather information regarding new technology for the enhancement of existing projects and the development of new projects;

Represents the Director at public meetings, conferences, hearings and other activities that relate to information technology projects.

May serve as the project consultant for the design, selection, integration and implementation of Enterprise information technology projects.

Minimum Qualifications

Possession of a bachelor's degree and six (6) years of experience managing information technology projects from initiation through closure. Substitution(s): A valid certification as a Project Management Professional (PMP) awarded by the Project Management Institute (PMI) may be substituted for the bachelor’s degree and four (4) years of the required experience. A master's degree in computer science or closely related field may be substituted for one (1) year of the required experience. Additional years of experience as listed above may substitute for the educational requirement on a year-for-year basis.
