Position Purpose:

Provides management and leadership for the VNA large capital projects effort in the assigned projects. Responsible for the management of the development, bidding, and execution of DB construction projects ensuring compliance with project budgets, QA/QC, schedules, and process operational requirements. Manage and supervise the project staff. Responsible for P & L of construction projects executed in the region.

This is a hybrid position that will report to one of these locations: Houston, TX , Boston, MA , or Paramus, NJ .

Primary Duties/Responsibilities:

Manages the Project Manager and/or Construction Manager with complex design and construction execution issues. Participates in strategic planning, contract management, project scheduling, and budget control.

Manages and performs review and engineering analysis of conceptual and detailed design plans, engineering documents, shop drawings, specifications, contractors submittals and operations manuals to ensure that the design of the facility is cost effective to build, operate, and maintain.

Ensures that applicable codes and operational requirements are met and develops written comments.

Assists with design problem resolution by developing engineering solutions.

Manages team resources to provide the complete design package with equipment suppliers and orders and tracks delivery and installation of major equipment. Reviews the quality of supplier manuals; organizes, schedules and oversees supplier provided training.

Develops schedules for and tracks the submission and review of contractors' shop drawings (drawing submittal list).

Assists as may be required in any permitting activities associated with the project.

Supports the Project Manager(s) with client interface as necessary. Assures project delivery, on schedule, on budget, and within specified technical constraints.

Prepares documentation, information and communications such as ECN (Engineering Change Notices) and engineering specifications and ensures conformance to all policies and procedures related to engineering functions and systems reporting.

Ensures that as-built drawings capture field changes and are updated.

Reviews and monitors engineering activities during construction and confirms appropriate reports and recommendations of design and/or construction changes to improve operability and incorporated into the project. Reviews the work of others for accuracy & soundness of judgement.

Reviews and Provides start-up planning coordination and assists with start-up activities.

Provides assistance with coordinating and implementing engineering activities for ongoing operations.

Provides liaison between the plant operators and the design team.

Develops operability punch lists and participates in fit-out planning.

Plans and carries out the assignment, resolves most of the conflicts, coordinates work with others and interprets policy on own initiative.

Anticipates potential problems, proactively solves complex problems through creative thinking & creative use of internal/external resources both inside and outside of discipline expertise.

Brings multiple solutions to complex problems to the table.

Uses creativity & independent judgment to formulate results based on principles, experience & constructive thinking.

Acts when a challenging situation has the potential for worsening if action is not taken to resolve the problem on the spot and reports periodically. Such pre-authorized actions are recorded and later reported at regular weekly or monthly meetings.

SPECIFIC ACTIVITIES (INTERMITTENT, ON AN OCCASIONAL BASIS, ETC.): Performs special projects as assigned.

Work Environment:

Typically spends 75% of time in operations/construction environment and 25% of time in an office environment.

]Travels as needed both domestically and globally.

Requires working in outside and inside environments with noise and all temperatures and climatic conditions, and must be able to work under adverse weather conditions for extended periods of time.

Possible Work Hazards: May be exposed to possible operations hazards including dust, fumes, toxic and caustic chemicals, rotating machinery, high pressure, hot or cold work temperatures, slippery surfaces, water and electrical hazards.

Qualifications

Education/Experience/Background:

Bachelor’s degree in Engineering. Registration as a Professional Engineer desired.

Over 15 years of progressive combined experience in the design, construction, project management of industrial/hazardous waste/chemical/water/wastewater treatment plants and ability to troubleshoot and solve various process/ operations problems. Demonstrated successful ability to compile, negotiate, and manage at-risk construction contracts. Have managed amount of $50MM plus large industrial projects

Experience in working with integrated teams comprised of design professionals, contractors, consultants in the delivery of DBO projects. In-depth experience in project scheduling, cost analysis, contract terms development, technical scope development, contracting, cash flow analysis and other construction project related functions.

The position will be filled at different level: Sr. Project Manager – Minimum of 15 years of experience.

Project Director – Minimum of 20 years of experience.

Knowledge/Skills/Abilities:

Demonstrated knowledge of the standard practices, common tools, materials, occupational hazards and safety precautions of chemical/hazardous waste/water / wastewater treatment plant and thorough working knowledge of NPDES regulations and permitting process. Basic knowledge of competing & alternative treatment technologies.

Demonstrates ability to develop unique solutions for complex technical problems that may include the design of new systems or development of solutions having few or no precedents.

Consistently demonstrates leadership ability and regularly serves as a technical or functional leader on an operating group basis.

Thorough understanding of internal and external economic factors (cost, margins, profit impact of decisions) affecting assignment areas with demonstrated ability to profitably complete technically successful DB projects.

Demonstrated ability to prepare accurate, timely, effective, complete and easily understood written communications, reports and presentations for management, clients and the general public.

Proficiency in the care and use of all site specific, facility required PPE (Personal Protection Equipment).

Demonstrated verbal, presentation and interpersonal skills in order to effectively communicate with peers, management, clients and the general public.

Must be proficient in the use of word processing, spreadsheet, presentation and CAD and Database systems related to Engineering.

Demonstrated commitment to compliance with applicable laws and regulations, the Company’s Code of Business Conduct and other Company policies and procedures.

Must demonstrate ability to work and lead in a team environment and willingness to assume additional or new responsibilities readily.

OSHA - Industrial safety recognition and management (hot work, confined space, shoring and trenching, LOTO, fall protection, JSA others as needed).

Required Certification/Licenses/Training:

Must have a valid driver's license with a safe driving record if operating company vehicles.

Intermediate skills on either Primavera or Microsoft Project.

Strong problem solving and project management skills.

Physical Requirements:

Amount of time spent – Standing 25%, Sitting 25%, Walking 50%.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.

Is occasionally required to stoop, kneel, or crouch and enter confined spaces.

May be required to use stairs, ladders, catwalks and supports at heights of 50 feet above the ground.
