Grants & Contracts Manager
Job Summary:
The YMCA of Greater Boston (YGB) is seeking a collaborative, hands-on Grants & Contracts Manager to join our growing Association. The individual will partner with Association leaders receiving grants and contracts and be responsible for overseeing and managing all YGB financial processes and reporting for grants and contracts with attention to pre- and post-award management. This role will support the fiscal implementation, monitoring, and evaluation of complex government grant-funded programs (including federal, state, and city) to ensure fiscal compliance and all contract funding terms and conditions are met.
The YMCA of Greater receives City. State and Federal Government funding in several of its key programs, including its child and youth development, housing, hunger prevention and workforce development programs. For 2023, total Government Grants and Contracts will exceed $30 million.
Reporting: This position reports to the Vice President of Finance with collaborative partnerships with the Director of Business Operations for Social Responsibility and the Executive Director of Business Admin - Child Development. In addition, the individual will work with the Development team in connection with grants being pursued.
Salary Range - $70,000 - $80,000
Education, Experience and Skills Required
· Bachelor's degree in Accounting, Finance, Business, or related field required or equivalent work experience. Demonstrated knowledge of financial analysis in non-profit setting with fund accounting and public and private grant accounting, GAAP and strong analytical skills. · Minimum of four (4) years relevant experience (preferably with non-profits) in finance or accounting environment that requires compliance with federal regulations. · Prior experience with pre- and post-award federal grants and contracts procedures, experience with Code of Federal Regulations (CFR Part 200) required and experience with Commonwealth of Massachusetts or City of Boston contracting preferred. · Experience working with financial reporting in the management of grants and with budget development and review. · Ability to read, analyze, and implement fiscal elements of contract terms and conditions and operationalize compliance systems. · Expertise in Microsoft Excel and high proficiency in other Microsoft Office applications. · Ability to use qualitative and quantitative data to make recommendations and decisions. · High degree of competence, initiative, communication, and organizational skills, and the ability to make independent decisions. · Ability to effectively manage multiple projects and assignments under time constraints and changing priorities. · Ability to work in a diverse setting with people of all backgrounds, cultures, and orientations.
Work Conditions:
· Must be willing to travel to program sites and meet with funding sources as required. · Must be able to work on a computer for extended periods of time. · Must be able to travel locally.
Key Responsibilities Essential Function s
· Develop financial processes, internal controls, and procedures in partnership with Program Operations, Finance and Development to ensure and enhance fiscal compliance and efficiency of Government Contracts & Grants to ensure achievement of goals and objectives. · Develop and maintain an up-to-date knowledge of Federal and non-Federal grant and contract regulations along with YMCA’s policies and procedures. · Develop tools and systems to monitor and improve fiscal compliance, including developing, managing and implementing billing and invoicing processes. · Manage all contractual obligations relating to financial functions, including completing and submitting required financial reports, monthly and quarterly billings, and other financial deliverables. Regularly assess and report program outcomes to leadership as needed. · Prepare monthly, quarterly and annual reports that track and analyze income generation, billing, collections, along with recommendations for process improvement. Analyze the financial impact of new and existing initiatives and programs and support the development of plans to create financial sustainability. · Navigate government billing systems and leverage internal software systems to develop more efficient processes for submitting expenses for reimbursement. · Apply compliance standards unique to federal, state, county, and local government contracts. · Partner with Programs and Development to provide financials supports to maximize funding requests in new grant proposals. · Conduct training regarding processes and procedures as needed. · Ensure maintenance of financial records in compliance with GAAP and other contracts
