Job Description Job Description Project Scope: The OCM Consultant will assist the DOJ in planning and developing the standard OCM deliverables for the Firearms Information Technology Systems Modernization (FITSM) Project. This includes training internal and external stakeholders, establishing roles and responsibilities for all OCM activities, identifying authorized stakeholders for proposing and approving changes, and creating a schedule to execute OCM.

Responsibilities :

Familiarize with the FITSM Project and propose a plan to complete all deliverables and requirements in this contract (Milestone 1)

Plan and develop the standard OCM deliverables for the FITSM Project (Milestone 2)

Collaborate with stakeholders and the project management office in the development of the deliverables. This may require some just-in-time training to get team members acclimated to the OCM strategy and roles and responsibilities.

Mandatory Skills:

Minimum of five (5) years of demonstrated experience within the last ten (10) years performing OCM tasks using Prosci ADKAR model or equivalent change management methodology.

Minimum of three (3) years of demonstrated experience within the last five (5) years identifying organizational improvements, conducting Business Process Reengineering, and facilitating information-gathering sessions for medium to large IT projects.

Current and valid Certified Change Management Professional (CCMP) certification or equivalent.

Minimum of three (3) years of demonstrated experience within the last five (5) years utilizing industry PM standards and schedule management tools.

Desirable Skills:

Prior experience with the Department of Justice or similar governmental entities.

Experience in modernizing IT systems involving multiple systems and interfaces.

Strong communication and stakeholder management skills.
