The Prince George's County Housing Authority is seeking highly qualified candidates to fill a Deputy Director position, grade G35 within the Housing Authority/Administration Division.

About the Position:

This is an exempt management level supervisory, professional administrative position which provides key management, administrative and technical support to the Executive Director and may be placed in charge of the Department in the absence of the Executive Director. Incumbent is responsible for the oversight of the Finance and Administrative Services Division which includes the Finance/Accounting, Housing Authority Human Resources, Procurement, Legal, IT, Federal and State Administrative Registrations such as Secure Systems, PIC, and SAM, Administrative Office Assets and Board Relations, federal, state and local legislative agendas. Work is performed with a wide latitude for independent judgement and action under the general supervision of the Executive Director and is evaluated on the achievement of the agency goals and objectives.

Examples of Work

What You'll Do: Serves as (2nd in command) critical needs agency leadership and administrative and technical support to the director. May be placed in charge of the agency in the absence of the executive director's support for the Housing Authority of Prince George's County (HAPGC). Supervises the Finance and Administrative Services Division, including the Finance/Accounting, Housing Authority Human Resources, Procurement, Legal, IT, Federal and State Administrative Registrations. Manages the Departmental Budget, Audits, Fiscal Reports, Payment Requests and Grants Management, Staff Training and Development Program. Oversees the training and supervision of professional staff and conducts staff evaluations promptly. Supervises and ensures exemplary customer service from client-facing departments. HUD required Corrective Action Plans and VCA adherence. Directs program governance documents, including the HUD Annual and 5-Year Plan, Housing Choice Voucher Administrative Plan, Public Housing Admissions and Continued Occupancy Plans, Affirmatively Furthering Fair Housing Plan, and Fair Housing Marketing Plan. Ensures effective and compliant operation laws and regulations and recommends appropriate actions and measures to the Executive Director to address problems and issues and facilitate good personnel practices.

Qualifications

What You'll Need : Graduation from college or equivalent plus

Experience of a type, duration, level of complexity, diversity, and responsibility to be determined at the time of announcement, which has provided the applicant with the necessary knowledge, skills, and abilities to perform the duties in the appropriate executive level functional area.

An equivalent combination of education and experience can be considered.

Preferred Qualifications:

Eight (8) years of full-time experience working with federally assisted housing experience which includes directly related public housing program administration and residential property management, with at least three (3) years of supervisory/leadership experience in this capacity. Graduation from an accredited college or university with a Bachelor's Degree in public administration, business, or a related field. A Master's degree in public administration, business or related field may be substituted for two (2) years of the experience requirement. If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience: Five (5) years experience in applying the following: Housing operations management principles and practices applicable to multi-site assisted housing programs. Federal, state and local laws, regulations, policies and practices related to the operations of housing programs such as Housing Choice Voucher Program and Low Rent Public Housing (to include assisted housing management and the administration of rental assistance programs). Two (2) years experience in applying the following: Full range of supervisory principles and practices, labor relations and personnel management. Related social service programs associated with the elderly, disabled, and low-income populations. Budgeting and program administration principles and practices. Housing development and maintenance criteria. Computers and computer software applicable to the duties of the position. Qualified to get Licensed (and/or) Bondable. Valid State of MD Driver's License. Eligibility for auto insurance coverage under HAPGC's fleet management.

General Plan Information:

The Prince George's County benefits plan year is from January 1 to December 31.

A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.

The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.

After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
