This job contributes to Starbucks’s success by developing human resources (HR) policy strategy, creating policy governance tools to drive partner behavior, and consulting on cross-functional policy strategy and development to represent HR interests as the company’s HR policy expert. Leverages deep knowledge of employment policies and business operations to influence business practices and participate in the development of large-scale company programs and processes. Creates resources and tools to advance policy compliance and communication goals.
As an HR policy manager, you will…
Develop and manage HR policy program including strategy and processes. Manage the creation and implementation of human resources (HR) policies, standards, procedures, and guidelines for the Americas to drive compliance with employment laws and regulations, ensure consistent and fair practices, and minimize risk. Liaises with the Starbucks Policy Office for senior leadership approval of policies with a broad, cross-functional impact. Consults with market HR leaders to inform the development of international HR governance tools.
Consult and advise on decisions related to policy across all operational areas of the company. Participate in the creation, interpretation, and integration of cross-functional policy content in which Partner Resources is a stakeholder. Ensure that policies are aligned with company business goals and objectives.
Interpret and calibrate on policy issues with HR and compliance business partners to ensure that consistent guidance is provided to people managers and partners. Identify policy gaps and exceptions; recommend solutions and provide visibility of emerging issues to senior leadership. Prepare and educate client groups about policy and procedural changes.
Participate in the strategic design and development of large-scale, cross-functional programs that have broad partner impact. Apply deep knowledge of human resources practices and business operations to participate in diverse cross-functional teams, influence decisions from a policy perspective, and create project and program work products. Regularly consult with Retail Operations, Global Communications, Partner Resources business partners, and other key stakeholders on company initiatives to facilitate alignment, documentation, implementation, and change management.
Communicate and expand visibility of HR policy and procedures to executives, business teams, managers, and partners. Create and/or oversee the creation of partner handbooks and manager resource manuals to set performance and behavioral expectations for new and existing partners and leaders. Establish timelines and budgets, secure internal resources for reviews and approvals, and direct the work of outside vendors.
Consult and collaborate on documentation, communications, and forms for programs, projects, and initiatives managed by other teams to help ensure partner understanding and drive desired partner behavior and/or compliance with company standards. Assist in the development and implementation of compliance initiatives and training.
Partner with Law & Corporate Affairs to address emerging legal requirements that will necessitate new or revised HR policy documentation; interpret requirements to create documents and tools that foster understanding and compliance. Identify potential legal issues during the regular course of work where L&CA visibility and/or a legal opinion is indicated. Conduct internal policy research for litigation.
Build and manage processes for the publication and retention of policy governance tools. Create and maintain policy repositories and systems. Coordinate posting and maintenance of HR policy tools hosted on other internal sites.
Conduct research, feasibility studies, and benchmark industry best practices on policy-related governance, processes, systems, and tools. Proactively keep current on regulatory and compliance changes.
We’d Love To Hear From People With
8+ years of relevant professional business experience, including 5 years of progressively responsible experience in a human resource, compliance, legal, or related field.
8+ years of experience in consulting and working with senior management in the design, development, and execution of cross-functional global strategies and initiatives.
5 + years of experience in human resource management, business consulting, or business program development and management
4+ years of experience in policy/procedure development, writing, and review
Experience leading significant cross-functional initiatives with multiple stakeholders

Highly developed written communication skills, including accurately communicating complex technical or legal information in a manner that can be understood by a variety of audiences.
