POSITION SUMMARY

The Director of Facilities oversees and provides strategic leadership to Houston Food Bank’s (HFB) Facilities, Safety, and Food Safety team. This position encompasses a wide range of responsibilities including regulatory compliance, environmental and safety programs, long-term planning, and project management. This role serves as the subject matter expert, provides guidance and support to all departments related to safety and facility lead programs, and coordinates with them to ensure compliance with local, state, and federal laws and regulations. The Director of Facilities is responsible for coordinating, leading, implementing, and supporting the food and facility safety programs across company operations. This role implements and enhances the training program for operations personnel, will interface with all levels of company employees, and will develop and implement plans and processes that meet critical safety, compliance, training, and business objectives to ensure a positive work climate rooted in safety best practices.

ESSENTIAL JOB FUNCTIONS:

Identifies efficiency opportunities, develops new processes, and leads change initiatives with a focus on continually striving to streamline the maintenance, safety, and food safety operations.

Constructs an annual budget and ensures department compliance through monitoring of metrics and processes.

Responsible for managing KPIs and directing initiatives from KPIs.

Develops programs and standard operating procedures (SOPs) for maintenance, safety, and food safety and ensures they are consistently followed by all employees and updated as required.

Ensures that all work activities are performed with the highest safety standards and strives for continuous improvement.

Ensures HFB is in compliance with city, state, and federal safety and health guidelines, AIB guidelines; keeps a record of AIB documentation and corrective actions, and A2H/OSHA guidelines.

Monitors operations that affect the quality and food safety of products received, stored, and distributed and coordinates the recall process with all participating departments.

Partners and oversees reviews, training, and updates HAACP program and ensures employees are trained and certified on ServSafe.

Monitors waste costs and implements best practices to facilitate an efficient program.

Performs or facilitates inspections of all parts of the organization’s grounds and facilities; reviews and submits CapEx project proposals for renovations, maintenance, and installations when necessary.

Equips all HFB department’s leadership and designees with the proper guidance and training to prepare, respond, and recover from an emergency, including supporting departments with their Continuity of Operations Plan (COOP).

Attends disaster-related conferences as a participant, trainer, monitor, and/or presenter.

Supports interface with regulatory agencies, first responders, and third parties, as needed, on safety compliance and enforcement issues.

Responsible for Emergency Action Plans and Contingency Plans. Schedules annual mock drills with personnel and local emergency authorities.

Manages contractor safety evaluation process and makes recommendations to managers as necessary.

During disaster response, supports, attends meetings, and provides feedback to ensure continuity of operations is followed, ensuring facility and safety Disaster Policy and COOP are followed.

Works closely with the operations team and leadership to provide oversight and continuous improvement to company health and safety programs.

Maintains health and safety records and prepares various reports for assigned facilities.

Provides organized documentation and reports on all safety-related incidents and participates in and supports compliance audits as needed.

Prepares for, attends, and responds to regulatory agency inspections, concerns, findings, etc.

Fosters a positive and collaborative team culture that encourages continuous learning and improvement.

SUPERVISORY RESPONSIBILITIES:

Manages two (2) or more functions by providing guidance and/or oversight to employees and/or contractors. Develops and maintains roles, responsibilities, and expectations. Practices performance management in support of employee development, and perform administrative duties associated with being a people manager. Responsibilities include interviewing, planning, assigning, directing work, and resolving problems. Responsibilities also include sponsoring and participating in and/or supporting project teams sponsored by other management team members.

QUALIFICATIONS:

Education/Experience:

Bachelor's degree from an accredited four-year college or university in Business, Industrial Hygiene, Facilities Management, or a closely related field preferred or an equivalent combination of education and experience required

10+ years of related experience

5+ years of prior management experience

Experience with OSHA requirements

Strong technical knowledge of the following: mechanical, electrical, plumbing, HVAC, structural, fire protection, and safety systems

Experience working with outside vendors and subcontractors;

Demonstrated leadership with strategic, policy, and budget planning experience

Project management experience preferred

Experience with food distribution preferred

Certificates, Licenses, and Registrations:

Must have reliable transportation, a valid driver’s license, and insurance

Certification in Facility Management preferred (CFM, FCM)

Certification in Safety preferred (ASP, CSP)

Food safety and quality certification preferred (HACCP/Advanced HACCP, PCQI, ISO 9001 or 22000 Lead Auditor)

PHYSICAL REQUIREMENTS:

The physical requirements described here are representative of those that must be met by the employee to successfully perform the essential functions of the job. WORK ENVIRONMENT:

The work environment characteristics described here are representative of those employee encounters while performing the essential functions of this job. While portions of this job are performed in an enclosed office environment, the employee is often exposed to freezers, enclosed and/or tight spaces, wet and/or humid conditions, areas in which moving mechanical parts, fumes, toxic or caustic chemicals are present, strong food-related smells, and outside weather conditions. The noise level in the office environment is typically quiet, but the employee will be occasionally exposed to loud noise levels (e.g., horns, fans).

TRAVEL REQUIRED:

Minimal travel is required for this position (up to 20% of the time and on a domestic basis).

This role supports all hours of operations at the Houston Food Bank facilities as necessary and may require flexibility occasionally (e.g., in times of disaster, community events, or company events).
