Role Description

Under supervision, Epic EHR Maintenance & Support Team IS Business Analysts support Epic applications citywide. Specific job duties and Desirable Qualifications are linked above.

The San Francisco Department of Public Health (DPH) utilizes the Epic electronic health record. Under the direction of one of the Epic Applications Managers, the Epic EHR Business Analyst effectively collaborates with other application analysts assigned to the Epic team, learns and builds knowledge of Epic applications and integration with other EHR systems. The Epic EHR Business Analyst has primary responsibility for the definition, coordination, implementation, maintenance and support of Epic application(s) within DPH.

The Epic Application Teams are responsible for designing, implementing, testing, and supporting the clinical and financial aspects of the San Francisco Department of Public Health Electronic Health Record. This includes integration and interoperability with other third-party clinical and financial systems and devices. The ideal candidate will have an understanding of the use of electronic health records in the hospital and outpatient areas.

Desirable Qualifications

Knowledge of healthcare workflows: hospital-based care & administration, outpatient care and administration, OR revenue cycle administration

Understanding of a wide array of integration points including but not limited to utilizing standards such as HL7, CCDA, & FHIR APIs.

Information Technology change control policies & procedures.

Knowledge of flow diagramming applications: Visio

Knowledge of collaboration platforms: Microsoft Teams & SharePoint.

Knowledge of Microsoft Office apps: Word, Excel, PowerPoint, etc.

Duties Include

To support the design, implementation, support and optimization of DPH's Epic EHR

To collect information from departments, clinicians, health workers, vendors, and internal and external customers regarding electronic system development, implementation, issues, recommendations and utilization of best practices

As a member of a multi-disciplinary team, translate functional requirements into application build

Communicate effectively both orally and in writing with a diverse set of clients; establish and maintain good working relations with department personnel, staff, vendors, peers and management

Maintains all system configuration and build parameters for application modules

Use logic and analysis to solve computer and application module problems

Exercise judgment, decisiveness and creativity in an environment subject to frequent change

Research, analyze, and develop proposed solutions for regulatory requirements

Prepare test plans, documentation and training materials; work with vendors to prepare technical specifications and scopes of work

Prioritize competing requests for services

Application module optimization in conjunction with stakeholders

Project management of small projects

Manage critical timelines effectively

Manage communication between applications

Application/module implementation and testing

Clearly document work and adhere to change control procedures

Maintains and updates Service Now, Sherlock, Orion, Nova, or other Epic build trackers or Epic project plans

Performs other duties related to this job class

How To Qualify

Education

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience

One (1) year* in the information systems field, including technical support, content management, administration of network applications or system analysis.

Substitution

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.
