Pre-Construction Manager

Lead the entitlement process for retail development projects from start to finish, including zoning changes, land use permits, environmental approvals, and more.

Collaborate with internal teams, external consultants, and government agencies to secure necessary approvals and permits promptly.

Develop and maintain relationships with key stakeholders, including local government officials, community organizations, and regulatory agencies.

Regulatory Compliance:

Stay up-to-date on local zoning ordinances, land use regulations, and environmental laws that may impact retail development projects.

Ensure compliance with all legal and regulatory requirements throughout the entitlement process, mitigating risk and maximizing project viability.

Project Management:

Coordinate with internal and external teams to develop and implement entitlement strategies that align with project goals and objectives.

Manage project timelines, budgets, and resources to ensure timely and cost-effective entitlement acquisition.

Stakeholder Engagement:

Act as the primary point of contact for stakeholders involved in the entitlement process, providing regular updates and addressing any concerns or issues that may arise.

Requirements (Education, Certifications, Knowledge, Skills, and Abilities):

Education Bachelor's degree in Engineering, Architecture, Project Management, Construction Management or related field required

Experience Minimum 5 years' Project Management in Engineering, Real Estate Land Development, Construction, or related field required.

5 years of site land development design or engineering preferred.

2 years' supervisory experience preferred.

Strong knowledge and understanding of financial statements, financial modeling, and financial reporting.

Outstanding communication and presentation skills.

Excellent project management, analytical, reasoning, and problem-solving skills.

Comfortable operating in a fast-paced environment where speed to market is a strategic advantage.

Physical Requirements: Extended periods of sitting: frequently required to stand and walk.

Frequently use hands to finger, handle or feel objects, tools or controls.

Must be able to talk and hear - in person, via computer (I.e., Teams meeting), and phone calls

Occasionally lift and/or move up to 15 pounds.

Specific vision ability required by this job includes close vision, distance vision, depth perception and the ability to adjust focus.

The work environment is typical of an office setting. The noise level is usually quiet.

Frequent travel by air and car may be required.
